A component of the preferential guarantees approved by the Federal Law of July 17, 1999 No. 178 is a social package. It includes free medicines, a trip to a sanatorium and travel to the place of treatment. You can receive these services in kind or in cash, and the social package is assigned immediately in the form of the listed services as soon as disability is granted.

What is included in the NSO for disabled people

A person with disabilities receives the following services as an NSO free of charge::

Medicines and necessary medical supplies, including medical nutrition for children, if there is a prescription from a doctor (there is a list established by the Government);

A ticket to a Russian sanatorium with an accompanying person (if the disabled person cannot do without outside help);

Traveling in intercity transport and commuter trains to the place of recovery and back (the person accompanying a disabled person of group 1 also uses this opportunity).

Since the NSO for disabled people and beneficiaries of other categories is included in the EDV, you will be able to take advantage of the listed benefits when you issue a certificate of assignment of the EDV.

It should be noted that the minimum amount of funding for social services comes from funds from the federal budget. At the same time, in the regions, government officials can adopt relevant acts, thus establishing additional services (this is relevant if the income of the beneficiary is below the subsistence level, etc.).

How often can you use NSO?

The person in need must be provided with vital medications in the quantities prescribed by the doctor. As for sanatorium treatment, there are some nuances here. For example, the likelihood of receiving a permit every year is unlikely. This is explained by the fact that the purchase of vouchers is carried out with money allocated by the federal authorities specifically for the social package.

According to known data, approximately 1,500 rubles are allocated annually for a voucher for one beneficiary, while the cost of treatment in a sanatorium will cost 20,000 rubles (average price). It is obvious that in fact they are purchasing 13 times fewer (approximately) tours than needed. This creates a queue of people waiting for two to three years.

The situation with travel is a little simpler: disabled people with a special form in hand are provided with free tickets for traveling on intercity transport. The form is issued by the regional Ministry of Health (they also recommend treatment in a sanatorium). There are no queues and there are usually no difficulties in obtaining the service.

Recipients of the social package

You have the right to apply for a set of free services:

Disabled people of groups 1, 2 or 3, including disabled children;

Former prisoners of concentration camps who at that time received an injury, illness or other injury that caused disability;

Military personnel who served for 6 months or more, but were not included in the active army during the Second World War;

Persons who became disabled due to participation in hostilities:

Veterans of the Great Patriotic War and those who have the status of a resident of besieged Leningrad;

Victims during atomic testing and exposure to radiation;

Family members of beneficiaries.

The list also includes civil servants who received a disability group while performing their duties. This is about:

Penitentiary system employees;

Military personnel and police officers;

Workers at military installations.

Algorithm for registration of NSO

A potential recipient of assistance in the form of an NSO should:

Confirm your participation in the preferential category;

Prepare a package of documents proving the right to benefits;

Contact the territorial PFR department at your place of residence.

The last step can be accomplished by appearing in person. There is also a portal of State Services or MFC. Plus, postal service is available. And for those who, due to a complex health condition, are unable to resort to one of these methods of treatment, experts recommend involving a legal representative acting on behalf of the applicant by proxy.

The documents are transferred to the Pension Fund, where they are reviewed for up to 30 days. The applicant for the NSO must become familiar with the adopted decision within 5 days, starting from the moment it comes into force. If a set of social services is provided, the beneficiary can use them in kind (to receive the cash equivalent, it is necessary to renounce the NSO).

Documents for receiving a package of social services

The applicant must provide to the Pension Fund:

Passport or residence permit;

SNILS and IPR of a disabled person;

Application for appointment of EDV (form issued);

A request to replace benefits in kind with money in the form of an application (if desired);

An extract from the ITU report confirming the presence of health problems;

Certificate of a disabled person, WWII participant, etc.;

A certificate indicating the disability group or discharge summary;

Order to involve in hostilities (if this took place);

Documents confirming presence in a fascist concentration camp;

Certificates from the employer if the disability resulted from the performance of official duties;

Papers about special merits or titles;

Current account number for transferring monetary compensation (in case of complete or partial refusal of the NSO);

Power of attorney (in case of involving a third party in the process, that is, your representative).

Refusal of the social package

In order not to receive the services listed above, but to add a certain amount to your pension, you should submit an application to the Pension Fund (also at the place of residence of the beneficiary). The appeal will be considered in a timely manner if you contact the territorial department before October 1. If the refusal was issued once, an annual request is not needed (of course, if there is no need to return in-kind benefits or refuse, for example, not only medicines, but also a travel voucher). If your decision changes, the application is written again.

Social package in monetary terms

The social package is indexed every year on February 1 according to the level of current inflation and is not subject to income tax. Thus, if you refuse the NSS in full, you will be charged 1121.42 ruble. At the same time, up to 124.05 rubles are allocated for free travel, about 863.75 rubles for medicines, and, finally, for sanatorium treatment – ​​up to 133.62 rubles.

Should a disabled person give up his social package?

Making a decision to replace social services with money is quite easy if you consider each of the opportunities provided separately and in order.

Medicines for free. If we are talking about a disease that does not require expensive medications (for example, a missing limb), you do not have to use the benefit for free medications. But, let’s say, diabetes requires insulin, which is provided free of charge within the NSO. In addition, there are other complex conditions that do not allow such a service to be excluded, so an additional consultation with a doctor on this issue would not hurt.

Ticket to the sanatorium. Receiving procedures at a sanatorium once every two or three years - at first glance, this is not enough. But a simple calculation shows that in three years you can get approximately 4,500 rubles. Obviously, for the indicated amount you cannot purchase an 18-day vacation with food and treatment (plus, disabled people of group 1 travel with an accompanying person).

Travel to the place of treatment. Taking into account the fact that a trip to a sanatorium is an infrequent occurrence, in three years you can lose a little more than 4,000 rubles. That is, if it is possible to get to the place of treatment for 200-300 rubles, there is little point in maintaining the service (as a rule, in such cases, medical institutions are located nearby). But visiting remote cities (Moscow, St. Petersburg, etc.) becomes unprofitable. Then you should use coupon No. 2 to get special coupons for free train travel in both directions (an accompanying person also counts).

Currently, pensioners and other citizens in need can receive social assistance in cash and in kind. Assistance from the state in kind is presented in the form of the so-called set of social services(NSU). Services can be provided to the categories of citizens listed in the law in a certain order.

Social assistance in the form of a set of social services

The current legislation does not have a clear definition of the concept of a set of social services. However, having studied the relevant legislative acts, we can conclude that this is social support for citizens included in the circle of recipients, expressed in the provision by the state of services specified in the law.

Such assistance is very relevant at the moment, as it is provided less protected social strata of the population and includes a list of services that they especially need in everyday life.

The right to receive state social assistance in the form of a set of social services

The legislator identifies a list of categories of citizens who can receive social assistance in the form of a set of social services:

  1. disabled war veterans- these are participants in the Great Patriotic War who were injured during hostilities, persons equated by law to war invalids (military personnel who received disabilities during the direct performance of military service duties in other periods, employees of the USSR security agencies who became disabled as a result of their performance of official duties , members of destruction battalions and platoons, people’s defense units operating from 1944 to 1951; citizens who became disabled as a result of radiation accidents and disasters, as well as their children, if their disability is genetically related to radiation exposure of their parents);
  2. (WWII);
  3. combat veterans(a complete list of citizens included in this category is contained in Article 3 of Law No. 5-FZ "About Veterans");
  4. military personnel who were in military service during the Second World War in military units, institutions and educational institutions that were not part of the active army at that time for at least six months;
  5. persons who worked during the Second World War at military facilities;
  6. family members of the victims or deceased citizens belonging to categories 1, 2, 3 and 4, as well as relatives of deceased workers of medical institutions in Leningrad;
  7. disabled people;
  8. disabled children.

Citizen Sidorova is a disabled person of the first group; she has a need for expensive medications, which are prescribed to her by a doctor.

In accordance with the law, the list of social services provided to disabled people includes free receipt of medications with a doctor’s prescription; also, citizen Sidorova, once a year, together with an accompanying person, can go to a sanatorium and use suburban railway transport an unlimited number of times and has the right to a free trip to the place of treatment and back.

Composition of a set of social services

However, the Pension Fund may resume providing a package of services in kind if there is applications for renewal of payment from January 1 of the following year. However, it must be submitted no later than October 1 of the current year.

    In conclusion, I would like to note that the provision of a set of social services can significantly make life easier for beneficiaries, at the same time, today there are major shortcomings in this area of ​​legislation.

  • The measures of social support provided by the state are not always sufficient for citizens in need. However, the law provides for some exceptions that slightly expand the rights of beneficiaries.
  • Thus, by decision of the medical commission, a citizen can receive, with a doctor’s prescription, the medications he needs that are not included in the list of medications provided free of charge as part of a set of social services.
  • Additional social services may be provided and at the regional level, therefore, a citizen should contact his regional authorities to clarify the full list of services that are provided in the subject of his residence.

Socially vulnerable categories of citizens of the Russian Federation have the right to assistance from the state in kind and cash. In kind, assistance is expressed in access to certain types of social support, generalized under the name “set of social services.”

Who can count on benefits

The Russian Federation Law regulating the provision of state assistance (Federal Law No. 178) establishes regional and federal levels of support for people in need.

Receiving assistance from federal budget resources is available:

  1. For disabled children.
  2. Disabled war veterans, including:
    • WWII participants;
    • minor prisoners of fascist concentration camps and other places of forced detention;
    • employees of the Armed Forces, State Border Service, police officers, police officers, and correctional service officers who were injured in the line of duty.
  3. Disabled people of groups I, II, III.
  4. Victims of the man-made disaster at the Chernobyl nuclear power plant, tests at the nuclear test site (Semipalatinsk) and persons equivalent to them.
  5. Veterans, namely:
    • WWII participants;
    • participants in the Afghan armed conflict;
    • participants in other local military conflicts (on the territory or outside the Russian Federation);
    • who were in military units that were not formally part of the structure of the USSR Army (partisan detachments);
    • having the title “Resident of besieged Leningrad”;
    • family members of deceased veterans.

At the expense of the budgets of the constituent entities of the Russian Federation (regions), access to social subsidies from the approved list is reserved for citizens with income below the subsistence level in the region of their residence. For the assessment, the average income received by family members living with the applicant for assistance is taken into account.

Attention! Regional support is established in the form of financial payments or in-kind assistance by granting the right to free purchase of medicines, fuel, and travel on public transport (Federal Law No. 178).

The full list of applicants for receiving subsidies is determined by Federal Law No. 178, order of the Ministry of Health and Social Development of the Russian Federation No. 328 (December 29, 2004).

How to become a recipient of services


Federal beneficiaries as recipients of the EDV have the right to receive state social assistance in the form of a set of social services (NSS). This right arises from the date of establishment of the monthly cash payment (MAP).

NSU is established in kind in an undeclared manner after establishing the EDV for citizens, with the exception of one category “citizens exposed to radiation.”

A citizen entitled to NSS may refuse to receive social services in kind completely or choose part in favor of a cash payment.

To consolidate such a decision, it is necessary to submit an application to the territorial office of the Pension Fund of Russia before October 1 of the current year, while the procedure for obtaining NSO will be changed only from January 1 of the next year. It will remain in effect until the citizen changes his choice. In this case, you will need to submit a new application to the Pension Fund office.

The statement notes:

  1. insurance number of the applicant's personal account;
  2. without abbreviations first name, patronymic, last name, birth information of the applicant for a set of services;
  3. information about the document confirming the identity of the applicant;
  4. volume of requested proposals (partially, completely).

The territorial Pension Fund issues a citizen a certificate confirming his right to apply for a set of services indicating the following information:

  • categories of benefit recipient;
  • the time during which benefits are available to the beneficiary;
  • types of social benefits that the beneficiary has the right to count on in the current year.

What is included in the list of social offers

The list of social services provided to pensioners and other citizens in need includes:

  • Providing medications (prescriptions) and medical products.
Attention! For disabled children, products for specialized therapeutic nutrition have been added to the list. The list of drugs is subject to approval by the Government of the Russian Federation.
  • Issuance of vouchers for treatment (resort, sanatorium) in the presence of the necessary medical indications.

The duration of the treatment course is about 18 days, for disabled children - 21 days, for disabled people with diseases of the brain, spinal cord, as well as consequences of injuries to these organs - 24-42 days.

  • Possibility of free travel for treatment (in both directions) on railway (suburban) and intercity transport.

In addition to the services from the list defining what NSU is, disabled children and group I disabled people requiring constant care are additionally given the opportunity to apply for a second voucher for treatment and discounted travel for the treatment of an accompanying person.

How to obtain medicines and medical products

A citizen applies to medical organizations included in any of the healthcare systems (state, municipal, privately licensed) and provides:

  • identification;
  • confirmation of rights to NSU (document on disability, certificate of WWII participant);
  • certificate of receipt of EDV from the Pension Fund of the Russian Federation.

Based on the accepted documents, the medical worker fills out a prescription form for drugs that are indicated in the list approved by the government.

Important! The specific place of receipt of the listed drugs and medical products (pharmacy) is indicated in the prescription. No other documents other than a prescription are required to contact the specified pharmacy.

How to get vouchers for treatment


At the medical institution at the place of residence, the citizen receives a certificate, which is attached to the application for a voucher submitted to the Social Insurance Fund. After reviewing the application (no longer than 10 days), the applicant receives a notification from the FSS about the possibility of receiving a referral for treatment.

It states:

  • arrival date;
  • exact name of the institution.

Free travel in both directions is provided to the beneficiary when issued, along with the voucher, a referral for preferential travel or a special coupon.

Important! The recipient is issued several coupons for different types of transport if the journey to treatment requires the use of several types of vehicles.

How to qualify for free travel

The right to free travel on railway (suburban) transport is provided to the beneficiary if he has a travel ticket issued at the territorial office of the Social Insurance Fund.

The travel ticket is valid for a year and has legal force if the passenger has a document confirming the right to benefits.

Cost of NSO in 2019


In accordance with the law, indicators of the set of services (NSS) for federal beneficiaries and cash payments (CBP) are subject to annual indexation taking into account the inflation rate for the financial year.

  1. RUB 222.76 for disabled people of the Second World War;
  2. RUB 55.69 for Chernobyl victims;
  3. for invalids:
    • Group I - 155.96 rubles;
    • Group II - 111.38 rubles;
    • Group III - 89.16 rubles;
  4. 111.38 rub. for disabled children.

The data is given taking into account the cost of the NSO.

The size of the NSU from February 1, 2019 is 1121.42 rubles. It includes:

  • provision, in accordance with medical care standards, with the necessary prescription medications, medical devices, specialized medical nutrition products for children with disabilities - 863.75 rubles;
  • provision, if there are medical indications, of a voucher for sanatorium-resort treatment for the prevention of major diseases in sanatorium-resort institutions determined by the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to provide municipal and state needs - 133.62 rubles;
  • free travel on suburban railway and intercity transport to the place of treatment and back - 124.5 rubles.

Citizens who chose the in-kind expression of a set of social services will receive EDV minus the cost of certain social benefits.

Set of social services

Set of social services(social package) - a list of social services provided to certain categories of citizens in accordance with Federal Law of July 17, 1999 N 178-FZ "On State Social Assistance" (hereinafter referred to as Law N 178-FZ) as part of the federal monthly cash payment (EDV).

State social assistance at the federal level in kind in the form of NSO in accordance with Part 1 of Article 6.2 of Law N 178-FZ is defined as follows (social package):

  • Providing, in accordance with the standards of medical care, the necessary drugs for medical use according to prescriptions for drugs, medical products according to prescriptions for medical products, as well as specialized medical nutrition products for disabled children.
  • Providing, if there are medical indications, vouchers for sanatorium-resort treatment, carried out for the purpose of preventing major diseases, in sanatorium-resort organizations determined in accordance with Russian legislation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs.
  • Free travel on suburban railway transport, as well as on intercity transport to and from the place of treatment.

In pursuance of the requirements of Part 2 of Article 6.2 of Law N 178-FZ "List of medicines, including the list of medicines prescribed by decision of the medical commission of medical institutions, the provision of which is carried out in accordance with the standards of medical care according to prescriptions of a doctor (paramedic) at provision of state social assistance in the form of a set of social services" was approved by Order of the Ministry of Health and Social Development of the Russian Federation dated September 18, 2006 N 665.

The duration of sanatorium-resort treatment as part of the set of social services provided to citizens in a sanatorium-resort organization in accordance with Part 3 of Article 6.2 of Law N 178-FZ is 18 days, for disabled children - 21 days, and for disabled people with diseases and consequences of spinal and head injuries brain - from 24 to 42 days.

“The list of sanatorium-resort institutions (state, municipal and private health care systems) to which, in the presence of medical indications, vouchers for sanatorium-resort treatment carried out in order to prevent major diseases of citizens entitled to receive state social assistance are provided” was approved by a joint Order from July 10, 2013 of the Ministry of Labor and Social Protection of the Russian Federation N 301n and the Ministry of Health of the Russian Federation N 449n in accordance with the requirements of paragraph 1.1 of part 1 of Article 6.2 of Law N 178-FZ.

Citizens entitled to receive a social package, Article 6.3 of Law N 178-FZ, are given the opportunity to choose to receive a social package in kind or in cash as part of the EDV. By default, a natural form of provision of the social package to the NSO is provided.

Since, according to clause 2 of Article 6.3 of Law N 178-FZ, the period for providing citizens with social services is a calendar year, you can refuse to receive them in kind for the next calendar year by submitting an application before October 1 of the current year to the territorial body of the Pension Fund of the Russian Federation, which carries out monthly cash payment. In this case, it is possible to refuse to receive the NSO social package in whole or in part, that is, to refuse to receive one of the social services of the social package or any two social services provided for in paragraphs 1, 1.1 and 2 of part 1 of Article 6.2 of Law No. 178-FZ.

A citizen also has the right to apply for the renewal of the NSO social package in whole or in part before October 1 of the current year for the period from January 1 of the year following the year of filing the application.

The amount of federal monthly payments, established taking into account the cost of a set of social services, is indexed annually and from February 1, 2019 is 1121.42 rub., including:

  • RUB 863.75- to pay for the provision of services in the form of provision of medicines;
  • RUB 133.62- to pay for services in the form of a voucher for sanatorium treatment;
  • 124.05 rub.- to pay for the provision of services in the form of travel on suburban railway transport, as well as on intercity transport to the place of treatment and back.

Citizens who this year chose to use social services in kind receive EDV minus the cost of the amount of social services (services).
