Today we will look in detail at a grant aimed at supporting beginning farmers and developing existing enterprises. Financial assistance is provided not only to farmers, but also to other participants in the agricultural industry.

The allocated funds in the form of a grant must be spent on:

  • construction, reconstruction or improvement of agricultural buildings or individual workshops;
  • acquisition of specialized equipment for quality control and veterinary examinations of manufactured products;
  • improvement or equipment of workshops for processing meat, fish, dairy products and vegetables, as well as their storage areas;
  • purchase of transport for transporting agricultural products.

The amount of financial assistance is determined individually for each application, and depends on the type of agricultural activity and the assistance provided. The maximum grant amount as of 2018 is 1.5 million rubles, the minimum amount of one-time assistance is 250 thousand rubles.

Conditions for receiving a grant for agricultural development

A farmer who meets certain conditions can apply:

  • Professionalism. The businessman submitting the application must have a higher specialized education and positive recommendations from local authorities. The applicant must have experience in agriculture and a registered operating peasant farm.
  • Business plan. The main point in achieving success in receiving government assistance is a correctly compiled document that reveals in detail information about the type of activity, project goals, strategy, deadline for implementation, calculations of economic indicators, marketing research on the effectiveness of the chosen direction of peasant farming, ways to attract investors, etc.
  • Start-up capital. It is mandatory that a businessman’s current account must contain an amount equal to at least 30% of the cost of the business plan, or there must be natural reserves in the form of a herd of livestock or birds.
  • Availability of a farm. The applicant must own a peasant farm that has been operating for more than 2 years, with 15 people, and revenue for the last reporting period of 60 million rubles. without VAT.
  • Sales market for finished products. It is best to provide evidence of the existence of real buyers, for example, a supply agreement with a large trading company. If they are not there, then you need to analyze the market and calculate the importance of the products produced for the end consumer.

The winners of the competition are determined by a special commission created by the Ministry of Agricultural Affairs. When making a decision, all of the above criteria are taken into account.

The commission also puts forward certain requirements not only for businesses, but also for the applicant for state aid:

  • Only a citizen of the Russian Federation can participate in the competition;
  • the applicant must hold the post of head of a peasant farm and have experience in the agro-industrial sector;
  • a competition participant is disqualified if he has received grants or subsidies previously;
  • the farmer must live and carry out agricultural activities in the region in which he is applying for a grant.

Having received financial assistance, the entrepreneur and a representative of the Ministry sign an agreement, according to which the farmer is obliged to:

  • use the acquired funds within 1 year;
  • when purchasing any goods, pay 10% of the cost of each item with personal money;
  • for every 500 thousand grant, create 1 job;
  • spend the funds provided only on the acquisition of assets intended for running an agricultural business;
  • After receiving government assistance, work in this peasant farm for at least 5 years.

Conditions may change over time. The agreement also specifies the final results that the business owner strives for, the deadlines for submitting reports on the intended use of funds and responsibility for inappropriate spending.

List of documents for participation in the program

If you decide to participate in a grant competition, you will need to find a State Program Coordinator at the local level. Usually such information is posted on the local administration website. The coordinator is provided with the following documents:

  • application for participation in the competition;
  • applicant's application form;
  • duplicates of documents confirming specialized education (diploma of secondary specialized education or certificate of successful completion of courses in one of the agricultural fields) and work experience in this field (copy of work record book or extract from the business ledger);
  • a business project drawn up taking into account all requirements;
  • a copy of the Farm Registration Certificate;
  • a document confirming the participant’s Russian citizenship;
  • detailed estimate;
  • bank account statement confirming the availability of the required amount;
  • an agreement for the sale of manufactured products worth more than 30 thousand rubles;
  • certificate from the Federal Tax Service on the availability of assets;
  • recommendations and reviews about the farmer.

You also need to provide consent to the processing of personal data. The commission has the right to require other additional documents.

How to get a grant for agriculture from private investors

Today people invest capital more willingly, but it must be taken into account that small projects are unattractive for them. If you intend to receive support from a private foundation, please note the following nuances:

  • study the peculiarities of farming in the region in which you operate;
  • when drawing up an estimate, clearly indicate the items, names, quantities and expected purchase price;
  • specify the cost items; if this is the purchase of special equipment, then be sure to indicate the model, manufacturer and technical characteristics; if livestock is purchased, then indicate the breed, sex and age;
  • provide investors with up-to-date documents; you are unlikely to receive financial support if you show expired certificates;
  • be sure to justify the demand for the products produced; investors are not interested in theoretical hypotheses.

Global, well-designed projects are always a priority. The funds willingly provide assistance to farmers with promising farms. Financing takes place in stages, if the first part of the funds is successfully spent and the reporting documentation does not contain violations, then the next part of the funds is transferred.

Misuse of a grant

Providing a grant implies strict targeted use, that is, the money must be spent on the acquisitions or buildings stated in the business plan.

All assets purchased with government assistance are registered in the name of the farmer and must be used in the territory of the region in which the grant was received. These are the main aspects of intended use.

If during the audit it turns out that the capital was spent on one’s own needs or used for other purposes, part of the monetary assistance must be returned to the budget, and the farmer will be held administratively or criminally liable.

If the prosecutor proves that the businessman did not plan to spend the subsidy received for its intended purpose, or did not report on time for the funds spent, then the culprit will face the article “Fraud.” And if guilt is proven under the article “Misuse of budgetary funds,” then criminal liability cannot be avoided in accordance with the provisions of Articles 159, 159.2 and 285.1 of the Criminal Code.

Conditions of the program "Support for beginning farmers" in 2018

The procedure for providing grants and (or) one-time assistance for state support for beginning farmers

(approved by the resolution of the Cabinet of Ministers of the Republic of Tajikistan "On measures of state support for the agro-industrial complex in 2018")

Recipients of grants and (or) one-time assistance are peasant (farm) enterprises registered in the prescribed manner on the territory of the Republic of Tatarstan, engaged in the production of agricultural products.

Grants are provided to beginning farmers for the following purposes:

  • acquisition of land plots from agricultural lands;
  • development of design documentation for the construction (reconstruction) of industrial and warehouse buildings, premises intended for the production, storage and processing of agricultural products;
  • acquisition, construction, repair and reconstruction of production and warehouse buildings, premises, extensions, utility networks, barriers and structures necessary for the production, storage and processing of agricultural products, as well as their registration;
  • construction of roads and access roads to production and storage facilities necessary for the production, storage and processing of agricultural products;
  • connection of production and warehouse buildings, premises, extensions and structures necessary for the production, storage and processing of agricultural products to utility networks of electricity, water, gas and heat supply, road infrastructure;
  • purchase of farm animals;
  • acquisition of agricultural machinery and equipment, trucks, equipment for the production and processing of agricultural products;
  • purchasing seeds and planting material for planting perennial plantings;
  • purchase of fertilizers and pesticides.

The condition for the provision of grants is victory in the competitive selection for the provision of grants in accordance with the regulations on the interdepartmental competitive commission to consider applications from beginning farmers for grants for the development of peasant (farm) farming and (or) one-time assistance for household improvement, approved by order of the Ministry (hereinafter - Position).

To participate in the competitive selection, the heads of peasant (farm) enterprises submit to the Ministry documents confirming compliance with the conditions established by Order of the Ministry of Agriculture of the Russian Federation dated March 22, 2012 No. 197 “On the implementation of the Decree of the Government of the Russian Federation dated February 28, 2012 No. 166.”

A grant and (or) one-time assistance can be provided to a peasant (farm) enterprise only once. The grant and (or) one-time assistance have a specific purpose and cannot be used by the grant recipient for purposes not provided for in this Procedure.

Maximum sizeprogram grant"Beginner Farmer" is:

  • for breeding Cattle for meat or dairy directions - no more 3 million rubles ,
  • when breeding others types of agricultural animals, birds, during development vegetable growing(open and closed ground, greenhouse farms) and cultivation fruit And berry cultures - no more 1.5 million rubles

The amount of the grant provided to a particular beginning farmer is determined by the competition commission based on the Regulations created by the Ministry, taking into account the beginning farmer’s own funds and his spending plan.

The grant is provided on the basis of a grant agreement concluded between the Ministry and the winner of the competition (hereinafter referred to as the Agreement) within a five-day period, calculated in working days, from the date of conclusion of the Agreement, subject to funding limits.

The Agreement provides for the following provisions:

  • target purpose of the grant and (or) one-time assistance;
  • grant size;
  • values ​​of grant performance indicators;
  • commitment to carry out agricultural activities for at least five years after receiving the grant;
  • the procedure and deadlines for submitting reports on the implementation of expenses, the source of financial support for which is a grant, as well as a report on the achievement of the values ​​of performance indicators for the provision of a grant in the form approved by order of the Ministry;
  • a condition prohibiting the acquisition by the head of a peasant farm of foreign currency at the expense of received funds, with the exception of operations carried out in accordance with the currency legislation of the Russian Federation during the purchase (supply) of high-tech imported equipment, raw materials and components;
  • consent of peasant farms to the implementation by the Ministry and state financial control bodies of inspections of compliance by the farm with the conditions;
  • liability for violation of the provisions of the Agreement.

The Ministry transfers grants and (or) one-time assistance from a personal account opened in the Treasury Department of the Ministry of Finance of the Republic of Tatarstan to the grantee's bank account within the time limits established by the Agreement.

The grant recipient submits to the Ministry a report on expenses, the source of financial support for which is a grant and (or) one-time assistance, as well as reports on the achievement of performance indicators for their provision in the forms and within the time limits established by the Agreement.

To participate in the Program, the applicant submits the following documents ():

1. application;
2. questionnaire;
3. at least one of the following documents:
a) a copy of the applicant’s education document confirming the presence of secondary specialized or higher agricultural education;
b) a copy of a document confirming that the applicant has completed additional vocational education courses in an agricultural specialty;
c) a copy of the work record book confirming the applicant’s work experience in agriculture for at least 3 years;
d) an extract from the household register, certified by a local government body about the applicant’s running a personal subsidiary plot for the last 3 years and the sale of agricultural products for at least 30 thousand rubles per year;
4. business plan for organizing your own business;
5. an extract from the Unified State Register of Individual Entrepreneurs received no more than three months before the date of filing the application;
6. copy of the Certificate of state registration of peasant farms;
7. a copy of the information letter about registration in the Unified State Register of Enterprises and Organizations (letter from the Territorial Body of the Federal State Statistics Service for the Republic of Tatarstan with OKVED codes);
8. a copy of the passport of a citizen of the Russian Federation;
9. plan of expenses proposed for co-financing through a grant for the development of peasant farms;
10. A bank statement from the current account confirming the funds raised in the amount of at least 10% of the cost of each grant and one-time assistance.
11. a certificate of the average number of employees, confirming the compliance of the beginning farmer with the parameters of a micro-enterprise in accordance with the requirements of Art. 4 of the Federal Law of July 24, 2007 No. 209-FZ “On the development of small and medium-sized businesses in the Russian Federation”;
12. agreement on the sale of agricultural products worth more than 30 thousand rubles;
13. an extract from the Unified State Register of Real Estate on the rights of an individual to the real estate objects he/she owns, certified by the authorized body and issued no earlier than 30 days before the date of submission of the competitive application;
14. summary estimate with the attachment of a local estimate and a diagram of the facility (when using a grant for construction or reconstruction);
15. a certificate from the tax authority confirming the absence of overdue debts on tax and other obligatory payments to budgets of all levels and extra-budgetary funds;
16. a certificate from the territorial employment center about the lack of state support for unemployed citizens to organize self-employment in the form of entrepreneurial activity;
17. Consent to the processing of personal data.
18. certificate from a rural settlement or municipality of the fact of residence and conduct of activities of a peasant farm at the place of registration and residence
19. certificate of availability of machinery and equipment, livestock and poultry from the head of the peasant farm
20. Certificate from the applicant regarding the availability of production premises, machinery, equipment, livestock
21. Passport of a technical device confirming its ownership in the ownership of a peasant farm

Requirements for participants (applicants) of the Program

The right to receive targeted budget funds, in the form of grants, is granted to a beginning farmer - an applicant who meets the conditions specified below:
1. The head of the peasant farm is a citizen of the Russian Federation, carrying out production activities based on his personal participation;
2. The period of activity of the peasant farm as of the date of filing the application does not exceed 24 months from the date of registration;
3. The peasant farm is registered and carries out production activities in the rural territory of the Republic of Tatarstan, the head of the peasant farm permanently resides or undertakes to move to a permanent place of residence in the municipality at the location and registration of the peasant farm, and this farm is the only place of employment for 5 years from the date of disbursement of the grant;
4. The applicant has not carried out entrepreneurial activities (was not an individual entrepreneur, founder or manager of a business company) over the past three years.
5. The applicant has not previously been a recipient of grants for the development of small and medium-sized businesses, including a grant for the creation and development of a peasant (farm) enterprise, grants for the development of family livestock farms, payments received to promote self-employment of unemployed citizens, financial support in the form subsidies received in accordance with the Federal Law of July 24, 2007 No. 209-FZ “On the development of small and medium-sized businesses in the Russian Federation”, as well as one-time assistance for household improvements.
6. The applicant has a specialized secondary or higher agricultural education, or received additional professional education in an agricultural specialty, or has at least three years of work experience in agriculture, or was a member of a personal subsidiary farm;
7. The peasant farm, the head of which is the applicant, falls under the criteria of a micro-enterprise established by Federal Law No. 209-FZ of July 24, 2007 “On the development of small and medium-sized enterprises in the Russian Federation”;
8. The applicant has a business plan for the creation and development of a peasant farm in the area of ​​activity (industry) defined by the Program, increasing the volume of agricultural products sold (hereinafter referred to as the business plan).
9. The applicant submits a cost plan, indicating the names of the property being purchased and the work being performed. The plan indicates the quantity, price, amount and sources of financing (grant funds, assistance, raised funds).
10. The head of the peasant farm undertakes to pay from the funds raised at least 10% of the cost of each item specified in the Expenditure Plan.
11. The head of the peasant farm undertakes to use the grant and assistance within 18 months from the date of receipt of funds into his account and to use the property purchased through the grant exclusively for the development of the peasant farm.
12. The head of the peasant farm undertakes to create at least one permanent job for every 1 million rubles. grant support.
13. Conclusion of agreements on the sale of agricultural products worth more than 30 thousand rubles.
14. The applicant undertakes to carry out the activities of the peasant farm for at least five years after receiving the grant.
15. The applicant agrees to the transfer and processing of his personal data in accordance with the legislation of the Russian Federation.

The process of import substitution, which began after the introduction of sanctions against the Russian Federation, is gaining significant momentum in 2017-2018. There are certain requirements that apply to beginning farmers.

The main criteria include:

  1. Professionalism. Preference is given to those farmers who have higher education or farming experience for at least 10 years.   2. Having your own funds to start a business. The state admits that a beginning farmer may not have the entire amount on hand. Therefore, the minimum threshold was set at 30% of all necessary funds.
  3. A competent business plan. Without planning for future business development, funds from the federal budget will not be allocated, since the commission will have no idea what benefits the developed agriculture will bring.
  4. Ownership of at least a minimum amount of land and production facilities. That is, a beginning entrepreneur must own a plot of land and buildings on it.
  5. A clear plan for marketing the resulting products. An entrepreneur must clearly understand how and where he will deliver or sell products obtained from agriculture.

If at least one of the conditions is not met, the grant will be denied until the citizen meets the criteria.

If the beginning farmer does not have enough professional experience, the grant can be approved with the permission of the municipal authorities. That is, representatives of the municipality can give recommendations for a citizen who begins to develop agriculture in the area and expects to receive subsidies.

In addition to the requirements described above, there are a number of mandatory conditions. These include:

  • the applicant has Russian citizenship;
  • experience in agriculture (at least 3 years in any field);
  • failure to receive assistance from the state in this area;
  • residence in the area in which the peasant farm will be located.

In fact, a person can work as a tractor driver for 5 years and then start developing agriculture as a farmer. Work experience will be taken into account when documents are reviewed by the inspection commission.

A special commission reviews the documents and makes a decision on whether subsidies will be allocated to help the entrepreneur or not. The selection is made between all participants who submitted an application. And preference is given to the candidate who is most useful to society and meets the requirements.

Refusal of one grant does not mean that subsidies in another area will be denied in the same way. Therefore, the candidate has the right to submit applications in several directions at once. The commission independently decides what to transfer federal budget funds to.

Agricultural subsidies can be allocated only if a person submits to the commission a certain list of documents confirming compliance with the requirements.

Such documents include:

  • application for participation (filled out directly when submitting documents);
  • copy of passport (all completed pages);
  • copy of diploma;
  • certificate of registration as a peasant farm (registration with the tax authority is carried out within 14 calendar days);
  • business plan (you can draw it up yourself or with the involvement of third-party organizations);
  • agreement for verification, processing and storage of personal data (modern standard for 2017);
  • letters of recommendation from the municipality, if available;
  • agreement on the sale and marketing of finished products.

If any documents are missing, the commission will not accept the application for consideration, and participation in the competition will be canceled.

You can resubmit your documents at any time. Therefore, if the application does not pass the selection the first time, then submission at a convenient time after correction of errors is not prohibited. The development of agriculture is a priority, which explains the unlimited number of attempts to participate.

In 2017-2018, it is not meant to be a one-time allocation of funds from the state in a single amount, but the conclusion of a government contract as part of the support program.

That is, an agreement is concluded between the farmer and government officials, according to which funds are allocated for the benefit of the business throughout the year.

The contract specifies the following aspects:

  • subsidy amount;
  • reporting deadlines;
  • types of reporting;
  • target purpose of subsidies;
  • the procedure for returning funds that were not disbursed during the year;
  • liability for violation of contract clauses.

If a farmer does not spend the allocated funds in full for 2017-2018, then he will be obliged to return the rest to the budget.

The subsidy period is exactly one year. During this period, the state provides financial support to the entrepreneur, after which the business either gains momentum or shows its insolvency.

Benefits for beginning farmers in 2019 can be provided only after the following conditions are met:

  • Over ten years of experience in agricultural production;
  • higher education in this field;
  • letters of recommendation from previous places of employment;
  • a rich and sensible business plan;
  • the possibility of investing funds independently (paying at least a tenth of the costs);
  • up to two years of business experience;
  • confirmation of sources of product sales.

There is another opportunity to become a farmer from scratch by receiving subsidies from the state. This is an organization of production in which people related by kinship work. Transfer amount and terms of provision

According to the requirements, the maximum cannot exceed 30,000,000 rubles. And the benefit provided should cover up to 60% of all expenses. The remaining 40% is the investment of the farmer himself. And at least a quarter of this amount must be available, the remaining 30% is loan money.
