Everything is clear with the passport, some difficulties will probably arise with the medical certificate. Since April of this year, many people want to change their rights. To get it, you can go through all the circles of the medical examination in your district clinic. This is budgetary in terms of financial costs, but it will suit either a pensioner or an unemployed person by the amount of time killed - in lines with old women. Most people who change the rights to obtain medical certificates for the traffic police resort to the services of private medical centers. For my money, but it will take only an hour or two to visit all the doctors. Including the procedure of taking the brain electroencephalogram (EEG), which has become mandatory since the spring of 2014. Now is the time to dwell on the issue of choosing a medical institution issuing certificates. It certainly must have an appropriate license. Help from an unlicensed office will not be accepted in the traffic police. As a rule, lists of licensed medical centers are posted in the local MREO traffic police. It makes sense to go there first and take a picture on your mobile phone. Further, by calling these institutions, it is worth identifying those of them in which EEG is done. Among the remaining, we select doctors with the most acceptable price tag. Before visiting the medical center, you can stock up on your 4x6 photo. She will stick to the help form. Your photo will save you 100-200 rubles, although in every self-respecting driver's medical board you will be photographed with pleasure.

To navigate the prices for medical services, let’s say that at the moment in Moscow you can go through a medical examination with an EEG for 2500-3000 rubles. Of these, the EEG will account for approximately half the cost. But this is only the beginning: the driver’s medical board is not considered passed until there are no notes from the district neuropsychiatric and narcological dispensaries to which you are assigned territorially on the certificate form. In a psychiatric clinic, we head to the registry. They will all say: which office to go to, what papers to fill out and where to deposit 560 rubles per visit. You can pay in the terminal available right there. If you didn’t bother to do the EEG beforehand, they will be sent to your specialist. We'll have to sit in line with colleagues in misfortune and fork out another 1800 rubles. Here you are sure to make sure that private physicians would be a little cheaper, and even without a queue. Next, with the papers filled out, an EEG printout and a payment receipt, move to the psychiatrist. Here, as a rule, there are no special queues. Present your EEG to the doctor, answer a series of stupid on-duty questions from the series “Are you not fit, what’s the hour?” And get the cherished psychiatrist’s stamp for your reference.

The next item in our program is a drug dispensary. We visit the registry again, pay again in the terminal - this time 530 rubles - and stomp to the narcologist. He asks stupid questions as "crazy", but with an alcohol-addict bias. Again we don’t laugh and answer with a straight face, getting a mark of a narcologist in the certificate for patience. That's it: on this, the driver’s medical board is considered passed. By the way, you can go through the dispensaries in any order, the main thing is to specify the opening hours of both establishments in advance. If the payment terminal in the dispensary’s premises suddenly does not work, you will have to go to the nearest Sberbank branch.

Having received all the required marks on the medical certificate form, you can go to the traffic police. The certificate is considered valid over the next two years. If there is a pre-paid state duty, the procedure for replacing rights in MREO takes a minimum of time. In about 20 minutes you will be photographed and a brand new driver’s license will be made.

A driver's license in the Russian Federation remains valid for a limited amount of time. Therefore, it is required to exchange the old document for a new one on time.

Citizens of other states who have received citizenship and a residence permit are required to replace their basic driver's license from the moment of registration or arrival in the country.

It should be noted that the replacement of a driver’s license is not an obligation, but a citizen’s right.

In all designated cases, except for one, a standard list of documents will be sufficient to replace rights. The only exception is the theft of a driver’s license.

How is the replacement of a driver’s license in 2017. The validity of a driver’s license in Russia is limited, it expires 10 years after the issuance of the document.

The term itself is not short, and therefore many drivers forget that the rights are out of date. Where to go when replacing rights? WU replacement is carried out only in traffic police departments at the driver’s place of residence.

There are exceptions to the rules:

To obtain new rights in 2017, the driver must:

Documents required to obtain a new WU:

  • personal passport;
  • medical certificate;
  • receipt confirming payment of state duty;
  • old driver’s license.

Passing a theoretical exam and driving is not required, it is not necessary to bring a receipt, you just need to remember to pay. If desired, the driver can take back the old rights, but they will not be valid.

Medical certificate

To undergo a physical examination at a specialized medical institution, you must bring:

  • passport;
  • old WU;
  • photo of an established sample;
  • military ID (if the driver is obliged).

Licensed institutions have the right to issue a certificate; a medical examination is also allowed in private clinics. The medical certificate is issued on a special form, protected from fakes, the document is registered in the journal of the medical institution. It is necessary that the notes should include notes from all doctors, including a psychiatrist and narcologist.

The new rule came into force in February 2017, and now it is not necessary to undergo a medical examination and receive a medical certificate in two cases:

Fines for expired rights

No penalties are provided for a delay in a driver’s license; moreover, a driver can go to receive a new VU at any time, even five years after the expiration of his license. But penalties are provided for driving a car with expired rights, in this case a fine of 5 to 15 thousand rubles is provided for an offense. Additionally, the car will be sent to the penalty parking, its car owner can pick up only after receiving a new WU.

Some drivers wish to get a new license ahead of schedule, for example, a month before the end of their validity. No official regulations on this matter have been established; it is possible to obtain new rights, according to the answer on the official traffic police resource of the Russian Federation, six months before the expiration of this certificate.

Penalties for early acquisition of rights are not provided, and if the driver who arrives to receive a new VU a little earlier than the deadline, the traffic police refuse, their actions are recognized as unlawful.

Is there a need to pay fines before replacing a driver’s license

Several years ago, before changing the VU, the traffic police inspectors first demanded to pay all the fines the driver had and, if not paid, could refuse to obtain new rights. In 2017, such actions were recognized as unlawful, but it is better not to save up debts, other penalties are provided for late payments - untimely paid fines are doubled.

The need for exams when replacing the certificate

If the driver already has rights, passing exams when replacing them is not required. Moreover, a retake is not necessary even if the driver did not come to receive the license several years after the expiration of the VU term. Suppose that the deadline ended in 2009, and a person came to receive a new VU in 2015 - you just need to collect all the required documents to replace the rights and receive them on a common basis.
