Checking the data can be done within 1 month, so this time will have to be like with a temporary certificate. If circumstances arose that confirm the violation of the law by the applicants, the period may be extended by another 60 days.

Usually, in case of such a check, you will receive a temporary certificate by which you can control your vehicle. But if you were deprived of rights by a court decision, then it is useless to even try to submit documents: information about the court decision is in the database, and it will still fail to deceive the system. In this case, the only advice is to calmly wait until the decision expires. And try to avoid other violations so that it is not extended.

How much does a replacement cost

The best option for replacing rights in case of loss is restoration through the public services website. Go to the public services website and you will be taken to the section responsible for replacing the driver’s license. Immediately make a reservation that you must first register on this site. This is a public service, completely safe, so you can not worry about your data.

Starting January 1, 2017, the state has been encouraging those who use the public services website. All services that you order here are subject to a 30 percent discount. If we said above that the state duty for the replacement of rights is 2000 rubles, then when submitting documents via the Internet, you will need to pay only 1400 rubles. You will be able to pay the fee here from your bank card or from your mobile phone account. Agree, this is much more convenient than going to the bank and standing in line.

In addition, you can submit all documents for a personal visit, if you do not want to fill out your data on the site. But remember that this service is not yet available in all areas of our country. There are very remote villages and villages where it is difficult to organize the work of this site. After that, you will be taken to the application filling section. Here you will be asked to enter the data of the lost (or stolen) rights, as well as the data of your passport. But most likely this data will already be supplied in all fields, since you indicate this information when registering on the site. Next are stages 3 and 4, at the third stage indicate the address of your registration. But the fourth step is very important. Here you need to choose the reason why you decided to change your driver’s license. There are three reasons for choosing a public services site from which to choose:

In connection with the loss or theft. Choose this option if documents have been stolen from you or you have lost them somewhere.
Due to a change of surname. For example, you got married and took the name of your husband.
In connection with the expiration of the rights. This is the most common reason, we will talk about it in more detail below.

Let's look at these options in order. First, try the replacement option when the rights have been stolen from you or you yourself have lost them. The image below shows what you need to select.

Next, we consider the option in connection with the change of surname (whether other data, such as name or patronymic). To do this, select the item that I highlighted with a green frame in the image below. We will see two lines, each line with three columns. In the top line you need to enter your old name, for example Ivan Ivanov. In the bottom line, enter your new name. Suppose you got married and decided to take the surname of your spouse (or spouse if you got married) and now your name is Petrov Ivan Ivanovich.

In the next step, you need to fill out information about the medical certificate. You will have to visit the hospital and all the necessary doctors in advance to be recognized as fit for driving. After that, the information about your help will go to the database. After entering information about the reference number, date of receipt, medical institution, the system verifies its authenticity. If everything is in order, you can finish filling out the application.

At the same fifth stage, you need to choose the category that you have. For example, for a passenger car, you need to choose category B, and for a motorcycle category A and so on. You can distinguish several categories at once, if you studied at a driving school for each of them. Do not try to indicate categories that you do not have. The fraud will open immediately when you begin to fill out the data of your previous rights.

At step 6, enter the data of your previous driver’s license. It is necessary to indicate the series, number, date of issue, and also who issued the rights. In addition, you need to specify the country where they were issued, most likely it will be Russia. Below indicate the categories that were in the previous rights.

And so we got to the last, seventh stage, which completes the registration. Here you will need to specify the address of the traffic police department, where you want to receive new rights. So the application process has come to an end. Now you need to pay the state fee in the amount of 1400 rubles through your personal account. This can be done in any way: using a bank card, through a mobile phone account, from a webmoney account. When you do this, you will be assigned a date and time for obtaining new rights.

Replacing a driver’s license due to graduation

All drivers know that they will have to change their rights when the validity period expires. This procedure is mandatory if you want to ride your car or motorcycle. You have several options for replacing your driver’s license with a new one:

At a personal visit to the traffic police.
Through the MFC (multifunctional center).
Through the public services site.

If you had the rights of the old model, then you had to change them every 5 years, if you had the rights of the new model, then the period is 10 years.

The most traditional option is to appeal through the traffic police department. Five years ago, this was the only option available. But at the moment, we would not recommend you use it. Firstly, this is the most expensive option, you have to pay 2000 rubles of state duty. Moreover, the state duty will need to be paid at the Sberbank branch, and this is a waste of additional time.

Also with this option, you will need to defend a long line or come early in the morning to take a seat. In addition, many offices on Monday do not accept applications, which imposes additional difficulties. But at the same time, you can apply for a replacement of rights in any department.

When replacing documents through the MFC, you will spend less time. Usually documents are made from 3 to 5 days. The state fee can usually be paid here, you don’t have to go to the bank.

But the most convenient and cheapest option today is to contact through the public services website. You can fill in all the information at home at any convenient time. The state duty can also be paid without leaving your apartment with your bank card, and you will only have to pay 1,400 rubles.

Previously, they demanded to bring photographs, but now it is not required. You will be photographed immediately in the traffic police department.

Also, you are not required to retake the exam in theory or practice, although many scare it.

If you have fines arrears, it is better to pay it. Of course, documents will be issued to you even if you have not paid, but the employees have the right to issue you a double fine if the fine was received a long time ago.

Many drivers are interested in whether it is possible to prematurely replace their documents, for example, a month before the end of the valid period. Starting from 2017, this is allowed, only in practice we do not recommend this. With this procedure, you will not be granted rights for 10 years, but for the period until the expiration of the old rights. Therefore, it is better to wait until the end of the current driver’s license and only then write an application for a new one.

But there is a minus in the fact that you can not control your car or motorcycle until you get new rights, as this will be a violation of traffic rules. For management with expired rights, a fine of 5,000 to 15,000 rubles is provided.

If you live in Moscow, there is a useful service for you. Through it, you can sign up to the doctor for a medical certificate. Its cost differs in different hospitals and cities of our country. Usually they take 1,500 rubles for passing the medical commission, but you can check this information at your hospital. Also now you need to be examined by a narcologist and psychiatrist in special clinics that are licensed. Before visiting a psychiatrist, you need to do an EEG. As a result, you will need to pay another 1000 rubles, and the total cost of the certificate will be 2500-3000 rubles.

But remember that a certificate is not required if you change documents due to a change of surname or if they were stolen from you (or you lost them).

Often we are asked whether it is necessary to change the insurance of CTP or CASCO after replacing the certificate. At the moment, this is not required, since the new rights will also contain data on the old certificate. If the traffic police stop you, they can easily verify the authenticity of all documents.
