About the origin of social volunteering in Russia

Once, in 2005, the word "volunteer" was not in use. Then, with the RIA Novosti team, we had the task of somehow handing out St. George ribbons. And we realized that you can’t just hire promoters for things that are connected with something socially important. They will not convey the atmosphere of the holiday and will not involve people in what is needed. Then we realized that these should be people who should be motivated by other things. Conditionally called these people volunteers. Then there were no public organizations, the separation of volunteers into social and others. Success in this endeavor gave such a boost to public energy that we were among the first to engage in volunteering.

We united active youth, but not in the field of social volunteering. When people appeared who began to engage in social volunteering - helping the poor, homeless, people with disabilities - it aroused great respect. The curators who trained social volunteers, with their energy, inspired them to do the hard work - they always seemed a cut above us.

Public organizations will win state structures

I really hope that the question of who provides targeted assistance to a particular person, government agencies or public organizations will arise soon. At first there will be some competition when state and public organizations compete. But the public part will win. The fact that the state should provide guarantees to people under the Constitution will not be done by forces of government agencies and officials, but by public organizations and associations that will do everything if not more efficiently in terms of spending money, then certainly more sincerely, humanly, in Russian, after all, with peace of mind and an open heart.

We met with “Danilovites” many years ago, when our work was so noticeable that society drew attention to it. There appeared urban centers such as Mosvoloneter, which were supposed to move away from some kind of self-identity and gather all volunteer organizations around them, inspire them to exchange information. Then we met and for the first time began to see each other at fairs, forums and discussions. I believe that then we mutually enriched each other, new talents appeared, new energy. In this area, much is built on trust. Those who are engaged in social volunteering inspire crazy respect from me, they are beyond understanding, beyond their usual way of life, comfort zone. Danilovites is the most important organization associated with social volunteering. I always admired some army discipline reigning there. Then I realized that this is very important, especially for new volunteers. This helps to overcome fear and shock. In everything that Danilovites do, there is a lot of author's, ingenious, and kind. I think that such organizations will survive in the future and replace state structures that are now rendering services to needy categories of citizens in the old fashioned way.

On the verge of digital volunteering

The broad masses do not understand the meaning of the word “volunteer”. That is what I often hear from colleagues. This word means free labor. This is not true! Each volunteer effectively does his job, if it somehow concerns himself, his values, if the needs with which he came are satisfied. Now there are a variety of forms of volunteering. If earlier these were visits to a boarding school or repairs at the elderly, now digital volunteering is appearing. On our platform, we need volunteers who will help NGOs organize projects. If a volunteer has PR skills, he can help the organization grow. There are so-called pro bono services: services that are professionally provided by NGOs. These are legal services in the field of design, IT technologies.

Leaders today are people like Alyona Popova. She began to volunteer from Krymsk, and now she is an active public figure. Chulpan Khamatova is also a volunteer, because she does a lot of things for free and generally promotes the non-profit sector. She lobbies various problems without receiving a single ruble. We do one thing, no competition needed

Due to this, intense competition arose, although we are doing one common thing. We are changing the situation in the country using the efforts of active citizens. It is worth bringing together communities. When each for himself is bad. We must move towards a common goal. Now we are too isolated.

The state is not the only source of funding. So many things depend on the people themselves. The format of public finance is paying off. People support what is important to them. And if the project does not bear any social significance, then most likely it will not collect the necessary amount.

No one owes nothing to nobody

There is such an understanding in the minds of NGO representatives: give us the funds, we all owe us. No one owes nothing to nobody. An NPO should work on a business basis, also earning money. Maybe it should be some kind of social workshops that produce goods and provide an opportunity to make a profit. When NPO employees begin to understand this, their eyes open and the company begins to work differently.

When volunteering is no longer considered free labor, when it will be prestigious, as in the West, then every second will be a volunteer. The Olympics in Sochi has done its job. Due to this, the level of voluntary movement has been actively raised.

In each organization, the quality is different. When the image is at a high level, finally the second stage will begin - the development of a qualitative level of volunteering.

I am a philosopher by education and can speak long and hard. But I will try simply and briefly.

Social volunteering is a very diverse phenomenon. There is volunteering that is growing from below, it is spontaneous. Many of the funds that we have known for a long time ("Old Age in Joy", "Refuseniks") have grown out of the association of volunteers. At some stage, they decide whether to become funds or not. Not all volunteers, of course, grow into organizations.

And there is another story when volunteering is initiated by the state. I can’t say that all this is bad. For example, the elderly volunteers who were at the Olympics in Sochi is a wonderful story.

The state supports certain segments of volunteering. Not all organizations that grew out of volunteering work in these segments. And, of course, not all of them can receive state grants. You cannot demand too much from the state: it supports, as it can, and what it understands.

I have known about Danilovtsi for a long time, periodically read the blogs of their leaders. I have great sympathy and respect. I wonder what is going on with them.

“Everything that is outside the state context does not exist yet”

A certain statesman who writes the history of volunteering with the help of student historians told that there was volunteering before the revolution: everyone was kind to each other and so on. Then, according to him, there was a failure, although there were Timurovites. Then it all started again - from the Universiade in Kazan, continued at the Sochi Olympics. I don’t know if he intentionally omitted the real history of volunteering in modern Russia or not. But judging by his words, everything that is outside the state context does not exist. He seemed to be telling the story of another planet. And this is regrettable, because there are many interesting grass-roots initiatives - what I like most about volunteering.

The topic of volunteering and non-profit activities has grown very much at the state level. This is good, but it seems to me that a slightly incorrect vector has been selected.

The state, in my opinion, should not gather all youth organizations under its wing, but develop a volunteer infrastructure, including an information one. Because some volunteers do not quite imagine how these or other structures work, how to effectively solve certain problems. Training and other things that are difficult to find money in the non-profit sector is also important. This is what the state should do, and not try to collect the entire movement and direct it in its own direction.

Develop horizontal connections

“Philanthropist” contributes to the development of horizontal connections in a non-profit environment, helps to find information about good practices. There are media that promote such an idea in society. There are more and more such media outlets. Publications about NPOs and funds are growing quantitatively - this is accurately noticed and counted. Their quality content is growing less. You can often read about practices that are completely ineffective and uninteresting from the point of view of professionals. Therefore, sometimes the society has the impression that the non-profit sector is a set of balloons and events taking place in different places. Many authorities have the same misunderstanding. And this is sometimes facilitated by the media.

“Volunteering is more than important”

It seems to me that volunteering is one of the fundamental vectors of the development of society. The presence of people who are trying to do something voluntarily, to change the world around them, is more than important. If there is no volunteering, no charity, no public aspirations, then it is most likely dead. And the fact that since about 2010 in Russia there has been a rapid development of the volunteer movement cannot but rejoice

Many do not understand the role of volunteer organizations. The right organization is one that knows how to rationally use the resource, directs the desire of young people to help others in the right direction. It guides so that the volunteers do not harm, but help efficiently. Therefore, I am pleased with such an organization as Danilovtsi. I wish you become even more professional and better.

You understand that even more people are left behind the scenes. On the other hand, it is gratifying that there were many strangers.

I thought it was necessary to promote new names. But when Yura reached the final, I was very happy, although he is not a newcomer, I have known him for many years. I think he received the prize very deservedly. Yura Belanovsky is an example not only of a civil activist, but in general a model of a person who has his mission in life and works for this mission, engaged in high social service. This is a man who is also morally pure, as it seems to me. Do not raise any questions about his values \u200b\u200band the potential of his personality. He is engaged in a very active public work.

You can be in solitude and read divine books, but when a person also inspires others to help, not everyone can. You can have high moral qualities, but not be able to lead and organize. This field requires special talents.

It is necessary that the Danilovites live and become larger, so that the number of citizens who want to volunteer increases. God grant that they find the Danilovites, and the Danilovites find them, and that they enrich each other.

In his opening remarks, the Presidential Ombudsman for Children, Pavel Astakhov, called on participants and guests to support the desire of Russian youth to be useful to society. “When children have such a desire, it is necessary to support it, to direct this energy in a peaceful direction. I am very glad that the Conference is being held at such a high level, ”the Commissioner noted.

Pavel Astakhov made a report on the topic “On the Role and Tasks of the Volunteer Movement in the Implementation of State Policy in the Interests of Children”.
  He emphasized that volunteering as a disinterested service, the free provision, or rather donation, of one’s time, effort, energy, knowledge, experience and ability for the benefit of other people is becoming in Russian society not only an increasingly popular type of social activity, but also a kind of humanistic mission.

The National Action Strategy for Children for 2012–2017 provides for: the development of a volunteer movement to address the problems associated with the formation of the need for healthy lifestyles for children and adolescents and to receive support and assistance in situations involving risk of harm to health; active participation of volunteers in the education and rehabilitation of orphans and children left without parental care. the organization of volunteers in the socio-psychological rehabilitation of children - victims of violence.

According to the Commissioner, the involvement of volunteers in solving social and other problems in the field of protection of the family and childhood is becoming increasingly important. The state can effectively solve these problems only in close cooperation with civil society institutions.
  So, according to Pavel Astakhov, the contribution of volunteers to the search for missing and injured children is invaluable. Let me remind you that in 2014, with the participation of the “Safe Internet League”, the Association of Commissioners for Children's Rights, the Monitoring Center for Identifying Dangerous and Prohibited Content, the Association of Organizations and Citizens to Assist Missing and Injured Children was established “National Monitoring Center for the Help of Missing and Injured Children” ".

Moreover, interaction with volunteers is based on the principles of:

  • legality and observance of the rights and freedoms of man and citizen;
  • priority protection of the rights and legitimate interests of the child;
  • confidentiality and protection of the personal data of the child;
  • timeliness, efficiency and effectiveness of the organization of the search and assistance to missing children.

Pavel Astakhov added that during 2016 - 2017, it is planned to establish branches (representative offices) of the Monitoring Center in each region, which will allow for more efficient interaction in the search and provision of assistance to missing and injured children with volunteer associations in all regions of the country.

In 34 constituent entities of the Russian Federation, the work of volunteer associations is governed by regional laws, but in most of them - within the framework of legal regulation of the activities of children's and youth NGOs, regardless of the direction of their activities and without taking into account its specifics. And only in a small number of regions have special laws been adopted on volunteer (voluntary) activities, for example, the Law "On the Development of Volunteering (Volunteering) in the Perm Territory" on December 8, 2014. In 22 constituent entities of the Russian Federation, volunteer activities are regulated by by-laws. In 11 constituent entities of the Russian Federation, issues of development and support of the volunteer movement are reflected in regional concepts, and in 35 constituent entities of the Russian Federation - in regional programs.

However, in some regions of the country, regulatory legal acts and strategic program documents governing the volunteer movement and the activities of volunteers have not yet been adopted (in the Astrakhan and Tula regions, the Republic of Adygea, etc.). In this regard, Pavel Astakhov asked the Commissioners for the Rights of the Child in the subjects to pay attention to this. The social demand for the volunteer movement in Russia in our difficult times is high. Volunteering is actively developing both at the federal and regional levels. Volunteers of medical institutions, where traditionally lacks junior staff, do not go unnoticed. Volunteers assist in caring for the sick, read books to them, communicate, and are on duty next to seriously ill children who are being treated without parents for various reasons.

The Commissioner collected and summarized information received from 43 constituent entities of the Russian Federation on the positive regional experience in attracting volunteers to work with children in children's organizations (including organizations for orphans and children left without parental care). As you know, the total number of educational institutions for orphans has declined over the past 5 years. The number of their pupils decreased by almost 40 percent.

Despite this, the number of children's organizations of the boarding type and the pupils living in them remains significant. In 2014, there were 133 institutions for mentally disabled children and children with physical disabilities, 167 special (correctional) boarding schools for orphans and children left without parental care, where about 12.5 thousand people studied, as well as more than 1 thousand boarding schools for children with disabilities, which contained more than 100 thousand children. And here without the help of volunteers can not cope.

The Commissioner recalled systemic problems in children's boarding schools: this is an outdated material and technical base, underdeveloped infrastructure, crowded pupils, remoteness from cities and centers for rehabilitation and educational infrastructure, lack of specialists who own modern rehabilitation technologies, isolation of institutions, their inaccessibility to public control and volunteers, difficulties in adapting children to independent life after graduation. Currently, there is a high need for volunteer assistance of this kind to children's institutions.

Many of them live a closed life and do not like it when someone intervenes in it, with the exception of certain charity events in the form of gifts, holidays, and other one-time events. And the more problematic the children are there, the more closed the institution. Today, any head of an institution can refuse both a public organization and volunteers to visit children and volunteer in their institution. The administration of children's institutions, as a rule, is afraid of monitoring the well-being of children living in them, does not show interest in conducting such studies. In fairness, it should be noted that many charitable projects of this kind are blocked by the administration of institutions not only because of the threat of undermining their reputation, but also out of fear of harming the pupils due to lack of professionalism and lack of experience among volunteers. Therefore, it is important to help people gain professionalism. It is important to develop such a mechanism for the interaction of boarding schools for children with public organizations, volunteers, which would allow for effective public control over the observance of children's rights and provide them with all the necessary help and support. Moreover, without harming the children and based on the real needs of a particular institution and each child who needs help.

In order to avoid excesses, to establish the effective work of children's boarding schools, it is necessary to ensure consistency in organizing volunteer work in them. There are such respected organizations as the Rospatriotcentr, the Union of Volunteers of Russia, the Association of Volunteer Centers of Russia, uniting 64 volunteer centers in 30 regions of the country. They are interested in special training for volunteers, in organizing work with children on a professional basis, according to a single program, on conditions understandable to everyone: the administration of children's institutions, and those who participate in the volunteer movement.

Volunteer work in children's groups, with children has its own specifics, requires special approaches and techniques, in the development and testing of which many universities and research centers could take part. Given the number of universities in the country (even limited to state), it is possible to assign one child care institution to each of them, so that students constantly supervise them. The experience of curatorial work of higher educational institutions in children's institutions, including for orphans and children left without parental care, and children with disabilities, already exists in 34 subjects of the Russian Federation. For example, the Far Eastern Federal University and the Siberian Federal University in Krasnoyarsk successfully oversee several children's boarding schools. The Volunteer Center of the RSUU is engaged in the creation and development of the volunteer movement, scientific and organizational support of various areas of volunteer activity. Moreover, volunteering is embedded in the educational process of students who study in social specialties.

The establishment of a volunteer center on the basis of the university, which would participate in federal projects and create their own projects, allows for the implementation of long-term programs designed for 4 years of study at the university, during which each student has the opportunity to participate in a specific project, for example, to work with children home. This is the potential that makes volunteer work systemic. We need propaganda in the media of volunteer movements.

The Commissioner proposed introducing at the state level a bonus system for encouraging volunteer work and supporting young volunteers when entering the institute and at work, as well as introducing state benefits for veteran volunteers (for example, the inclusion of volunteer activities in the general work experience) and various forms of encouraging working volunteers (for example, 100 hours of volunteer work per year - 3 days for vacation).

“I understand that this proposal is revolutionary, but we need to think about how to attract university students (especially specialized) to children's institutions, so that they regularly participate in the life of children from orphanages and boarding schools,” the Commissioner emphasized.

Currently, charity and volunteering is an area that gives scope to social creativity and creative initiative of various segments of the population, as well as that provides a tangible contribution to achieving the goals of social goals and policies of the whole region, as well as significantly improving the quality of life of people in need help, thanks to caring people.

The relevance of the topic is due to the fact that at the moment there is an increased interest in volunteer work among young people, thanks to social networks in which news about events is quickly disseminated. The volunteer movement is experiencing a new upsurge. A sufficiently large number of people understand the need to participate in solving the problems facing society and the state, and are ready to devote their time to this for free, use the accumulated experience and knowledge, as well as acquire new ones. But still, there is not a large level of trust in charitable and voluntary organizations on the part of Russian society, which is associated with a lack of information about their activities and the actions of the volunteers themselves, their goals and objectives, and, of course, its real results. Also, the underdevelopment of the entire infrastructure of the organization and the insufficient effectiveness of the application of technologies and methods for attracting and retaining new volunteers for activities are affecting.

The media and popular culture do not pay enough attention to this problem. Despite the fact that a large number of people need help, both economically and socially, state assistance is not sufficient for their social adaptation.

Social workers and specialists in this field are tasked with developing ways and methods of attracting more volunteers from the student community and increasing the effectiveness of these volunteers and the organization as a whole.

Our analysis of studies (N.F. Basov, V.I. Kurbatov, CBTetersky, M.V. Firsov, E.I. Kholostova and others) devoted to the study of the meaning of social activity, features of social work, social activity of students, let us; determine that social work is close to volunteering in nature and nature. These two types of activity involve manifestations of mercy, compassion, selfless complicity and humanity.

Based on the research of E.S. Azarova, E.V. Akimova, JI.B. Votinova, O.A. Nikitina, S.V. Tetersky and others, volunteer activity can be considered as an important psychological and pedagogical resource for the participants to acquire a certain life and practical experience, their realization of their creative potential, the development of moral values, the systematic perception of future professional activity, the education of professionally significant personal qualities.

Object of study - the activities of a social worker in a volunteer movement.

The subject of the study is the methods of social work that a social worker uses to attract the younger generation to volunteer activities.

The purpose of the graduation project is to analyze the activities of a social worker, as well as a comprehensive study of the features of his activities to attract youth to the volunteer movement.

The goal has determined the selection and sequential solution of the following tasks:

Consider the concept of volunteering and its features on the example of a specific organization;

To study the methods of social work and their application in a charitable organization;

To analyze the motives for joining a volunteer organization of young people.

In this work, the following research methods were used: survey methods, questionnaires, theoretical analysis, and literature studies.

The degree of scientific development of the topic. There are works that are devoted to individual problems of charity and volunteering, which are carried out by specialists from different fields of knowledge.

Work structure: final qualification work consists of an introduction, a theoretical chapter, a practical chapter, a conclusion, applications and a list of used literature.

CHAPTER 1. VOLUNTEER ACTIVITY IN RUSSIA

1.1 Volunteering: concept, essence, basic characteristics

Studying the history of the development of volunteering plays a significant role: in each country, regardless of its location on the map, the history was its own, unique.

The role of youth in this area plays a leading role as a new force that is ready to provide its services en masse on a voluntary basis, to develop volunteer initiatives, gain experience and knowledge, improve the existing working procedures of volunteers.

The country that has the most experience in developing a culture of volunteerism is the United Kingdom. During the 19th century, which went down in its history as the “golden age” of volunteerism, a large number of charitable organizations arose, formed both by representatives of the upper class, led by philanthropic motives and Christian virtue, as well as community movements (Settlement-Movement) arising in the London work districts due to inhuman living conditions. Founder of the community movement, S.A. Barnett used the work of student volunteers living in the neighborhood of the impoverished working-class population. The purpose of this association was to improve the living conditions of local residents and the development of inter-class neighborly self-organization, as well as mutual assistance.

The first community was founded in 1884 in London in a place called Toynbee Hall. On this basis, financial assistance was provided as well as other, for example, educational courses for adults, summer vacations for children and support for Jewish immigrants. The trend to create a community movement has spread at a high speed. In most industrial areas of Great Britain, communities sprang up and began to work actively.

The First and Second World Wars had a tremendous impact on the positive attitude of the population towards volunteering. As a result of military events and emerging needs, people began to pay more attention to mutual assistance. Opinions about volunteers developed as people solving important social problems.

In the post-war period, there was a decline in volunteerism in connection with the plans of the ruling Labor Party for the development of the social state. According to these plans, state structures were supposed to fully provide the provision of social services to citizens. Volunteering was positioned as an excess of the past.

But the 60s in the UK again forced to change attitudes towards volunteer work: government agencies could not cope with the provision of social services to society, and the sphere of targeted social services was transferred back to public organizations with many years of experience in the field of social work. Initiative groups and organizations also began to attract young people to volunteer. This was relevant and understandable: Britain began to be affected by youth unemployment, increased intergenerational conflict, and youth protests spreading around the world. The opportunity to participate in society, even at no cost, young people had the opportunity to spend leisure time and develop new qualities for themselves. This provided the impetus for the establishment of a Community Volunteer Service (Community Service Volunteers (CSV)). At the moment, she offers young people aged 16 to 35 years old to engage in volunteer activities in various fields: social work, environmental protection, healthcare, the media and volunteer innovation. This opportunity is provided annually to more than 63,000 thousands of young people.

As a result of changes in the approaches to the work of volunteers in history, at the moment in the UK a positive attitude towards the activities of volunteers has developed. Clear rules for the work of volunteer services appeared, as well as the place of youth in the social life of society.

The term “volunteering” or “volunteering” in its modern sense was not known to Russia until the mid 80-ies of the twentieth century.

Volunteering or volunteering (from the Latin: voluntarius - voluntarily) is an extensive range of activities that includes traditional forms of mutual assistance for the society, official provision of services and other forms of civic responsiveness, carried out voluntarily for the benefit of the public, without relying on any reward. The basis of volunteerism is one of the main principles of gratuitousness and solidarity, motives lie in meeting social and spiritual needs, and not in the material needs of a person.

The global trend in the development of the volunteer movement is a certain stimulation and promotion of volunteer activities by the state. In Russia, after many social institutions with a needy layer of the population began to be opened for visiting, volunteer activities began to develop rapidly, as an initiative activity to solve problems by people themselves, as a manifestation of a certain social activity.

An important side of this problem is the image and perception of the organization offering the place for the volunteer.

Differentiation of youth is becoming one of the dominant trends. Its stratification according to socio-economic characteristics is increasing. Adaptability and vitality of youth differ not only in categories and social groups, but also in Russian regions.

Volunteering is often an open way to getting paid work, there is always the opportunity to prove yourself. Usually participation in voluntary work is justified by the need to communicate with others, the desire to help the needy and to be someone needed. Voluntary labor satisfies such interests as getting an education, making important acquaintances, and acquiring new business contacts.

The situation that has formed in the field of development of the young generation is ambiguous. Modern youth is characterized by a high growth of independence, a sharp increase in interest in obtaining quality education and training, which will affect further employment and career development.

On the other hand, young people are characterized by a low level of interest and participation in the events of political, economic and cultural life. The severity of the problem of social integration of young people with disabilities, orphans, adolescents from dysfunctional families does not subside.

The study of the value orientations of youth allows not only to determine the spiritual sources of the development of society that keep it from self-destruction, but also to determine whether it is going in the direction of sociocultural modernization or the translation of traditional Russian values.

The valuable structure of consciousness of the young generation, which is an element of social consciousness, is unusually complex, and its various components assist in accelerating social processes, as well as in preserving socially important stable conditions of society.

Over a long period of research on the value orientations of society or its specific groups, a rather large number of definitions of this important concept of sociology have been formulated.

The system of value orientations is divided into three groups:

1) Material - economic value orientations.

Expressing gratitude will bring the desired results if: expressing gratitude professionally and often; use different forms of expression of gratitude; to be honest; express satisfaction with a person, and not just with work; pay special attention to those achievements that the volunteer himself evaluates most highly.

Therefore, for the development of the volunteer movement in the youth environment, it is necessary to fulfill a number of conditions:

The presence of a group of like-minded people who act as initiators and coordinators of volunteer activities are engaged in management;

The presence of the institutional “affiliation” of the volunteer movement (institutions, organizations supporting volunteer activities);

The presence of specific features of the motivational structure of the youth group in relation to participation in volunteer activities;

The desire to avoid bureaucratization of the volunteer movement;

Ensuring a comfortable moral climate, creating popularity for the volunteer movement in the youth environment (this is possible primarily among educational institutions);

Use of activities significant for young people as the basis of volunteering;

The use of volunteering as a way to increase the social status of a young person.

Volunteering has a positive impact on changes in the worldview of people themselves and those who are nearby, and benefits both the state and the volunteers themselves. Through volunteering, young people are able to develop their skills to a high level, are also able to satisfy the need for communication and self-esteem, realize their usefulness and need for society, develop important personal qualities in themselves, in fact follow their moral principles and reveal the spiritual side of their lives of life.

1.3 Legal regulation of volunteering in Russia

It is the issue of the development of volunteering that continues to be on the agenda as a popular phenomenon of the 21st century: the United Nations has already adopted a number of resolutions on the role and importance of volunteering as a basis for building civil society and achieving the Millennium Development Goals.

In Russia, the word “volunteer” began to gain popularity in connection with the organization of sports events that were scheduled: the Universiade 2013, the Olympics 2014, the World Cup 2018. In all these and other large-scale events, within which volunteers should take a certain niche for these events in accordance with international standards.

In this regard, the Ministry of Sport, Tourism and Youth Policy has developed a Volunteer Book, which serves to record volunteer activities and contains data on the volunteer work experience, various incentives and additional training that the volunteer took.

In order to get the coveted book, young people need to register on the website http://www.jaba-point.ru/. The name uses the word “volunteer”, not a volunteer. It is interesting that even on the official website, to receive this book, it is said about the activities of the “volunteer”, just like in no law in Russia there is the word “volunteer”.

Under the Committee on Youth Policy and Cooperation with Public Organizations, the Youth House of St. Petersburg organized the Volunteer Map project. A young man who expresses a desire to become an official volunteer in St. Petersburg can place his application on the official website of this project http: //www.dobrosayt.rf. The project was launched to unite volunteers throughout the city and for those who need their help. A plastic card is started for the volunteer, on which points are awarded to him for the event. The most active volunteers will be involved in larger events in the future.
