Question 1. You are not from MES?
- No, we are not from the Ministry of Emergency Situations, we are on our own. This is a public non-profit organization.

Question 2. And how much do you pay for it?
- Not at all. Volunteers work for free. The costs that arise in this case - this is also the concern of the participants themselves.

Question 3. Why do you need it? Why are you doing this?
- This is the most difficult question. Motives are different. Someone once found himself in a situation of relatives / acquaintances / a lost person and now helps others. Someone in his personal life has already taken place, and he is looking for a new point of application of forces. Some people are tired of moving aimlessly from nowhere to nowhere on foot (on skis, a jeep, a helicopter - it’s necessary to underline) and I want some real useful goal. Someone wants something heroic (this category just, quickly, “evaporates”). Perhaps someone is doing this out of simple philanthropy or a sense of civic duty, but I strongly doubt it.

Question 3. Often find?
- No, not often. This is a fact, the statistics here are harsh - there are only about three quarters alive. There are several reasons for this, the main one is late in circulation. As a rule, when the Ministry of Emergency Situations has already worked, the police, too, did everything they could, did, and now they remembered about us. And this is despite the fact that even if everything is done on time, the chances of finding are also not 100%. Therefore, they are, in principle, often, but by search engines (including the Ministry of Emergency Situations and the police) - not often. I will say this - at the initial stage up to 3 days, people usually find themselves faster than others find them, and later - the situation changes. The first 24 hours - 98% of those found are found alive, and after 48 hours only 48%. And here the Ministry of Emergency Situations with its standards has the right to common sense. After a week, as a rule, it is usually too late - a healthy one during this time will go so far that you cannot catch up with the available means, and the unhealthy will not wait. Also strongly dependent on the terrain. It sounds like there’s no point in looking for something - either it will or will not. However, this is not so - most, one way or another, are still alive. About 120 thousand people disappear in Russia annually.

Question 4. How does the MES and the police relate to this?
- Positive. As a rule, search and rescue operations (hereinafter referred to as AKP) are carried out by us together with the Ministry of Emergency Situations and always, with the support of the police. Not in composition, not under direction, but jointly. Everyone carries out the work agreed in those places that are previously divided into areas of responsibility. In addition, the Ministry of Emergency Situations is looking for missing in 3-5 days, and volunteers - at its own discretion. MOE does not work at night, we are working. But without a statement to the police, “Liza Alert” does not work at all (before contacting us or after - the order does not matter).

Question 5. Is it true that the police take a statement within three days after the discovery of the loss?
- Not true. Tenacious bike. The police are obliged to accept the statement even after five minutes. And even start a search event. The reality of the latter depends on the applicant’s perseverance and the severity of the circumstances.

Question 6. And "in life" what do you do?
- Everything is different. Almost all the participants work on ordinary jobs. Many have families. We are ordinary normal people. This question makes me smile inside, because fishermen or sports enthusiasts usually don’t ask for this reason.

Question 7. There are many of you?
- No, we are not many. In Kazan, a few dozen people at the same time willing to help at the AKP are usually no more than a dozen. In extreme cases, if the loss is a child, then, as a rule, everything comes together. In order to accomplish the task effectively, in my opinion, and with simple calculations, people need at least a factor of several more. For comparison, in order to comb a small forest measuring 5x5 km in one day, you need about 250 people.

Question 8. Can anyone join?
- Yes, any mentally healthy. And at any stage. There are some limitations to participating in a specific RPS. For example, no one will even talk to a drunk person. In sneakers or sneakers in the forest, the senior group will not let you either.

Question 9. So is this some kind of detachment or just a gathering of people on occasion?
- Everyone allocates to it as much time as it wants and can. There are no restrictions. You can come once a year, once a week, for 3 hours or two days. Based on this, as well as abilities and desires, you either will or will not have the necessary skills in a natural way, and a certain role will appear with them. To take part in the AKP as a regular volunteer, no special knowledge is required at all - instruct on the spot. Generally speaking, this is neither an organization, nor an action. There is a certain group of volunteers who participate regularly, which can be conditionally called a detachment. Among them are those possessing the necessary competences in different directions and even without special competencies, since the necessary functions are very diverse. And there are people who participate in the AKP once or very rarely. Therefore, in Lisa Alert conditionally separates two concepts: the LA squad and the LA movement. Since any activity is designed in such a way that it is better to either do something every day, or not to do it at all, there is a permanent composition that has passed the necessary training and has a set of necessary competencies - this is a detachment. The detachment has a specialization - inforgie, cartographers, senior search groups, etc. In the presence of a trained structural composition to take part in the movement, i.e. relatively rare and without performing any special tasks, anyone can. And it all works together as one. Outside, so to speak, this is not visible, all the volunteers.

Question 10. Are you trained to search in the forest?
- This question automatically splits into two. About the content of the activity itself and about the availability of special knowledge and skills. First, searches in the forest are only the visible part of the searches. There are also city searches, and even searches through the Internet. Imagine a lot of people are thanks to the repost (Dissemination of information through copying information about the missing in online communities and on personal pages on social networks). There are few of us, and there are many citizens, and “collecting the loss” or obtaining a certificate of the last location by informing the population is the most effective way. So the idea of \u200b\u200b“Liza Alert”, as fighters of the Ministry of Emergency Situations with navigators and walkie-talkies, corresponds to the stereotype just as a bearded tourist in a sweater with “snowflakes” and a guitar. Question 11. Is going to the forest dangerous?
- Yes, it is dangerous about the same way as walking from the store to the house - anything can happen. But with a group in the forest is even safer than alone in the city. First, no one will let you go there without a senior group. Secondly, it is forbidden for volunteers to walk alone, at least together. This is one of the immutable rules, similar to anti-alcohol. Even if you decide to return to the camp in the middle of the AKP, you are escorted. At the same time, these two should have at least one compass navigator and radio station. Secondly, the current location and estimated time for the return of the group is monitored by headquarters. All participants are rewritten, with last names and phone numbers. Thirdly, any training section in Lisa Alert begins with measures to ensure its own security, and then everything else. For example, you will not be allowed to inspect the wells and caves - this is the Ministry of Emergency Situations. In general, the ideology of “Liza Alert” - not to produce new victims at the AKP - can be formulated like this: there is a “loss” in the forest or not, we don’t know for sure, but we do know for sure that our people are there. Therefore, in the case of emergency situations, priorities change - everything is abandoned and problems of the volunteers themselves, if any, arise.

Question 12. Do you also buy equipment yourself?
- Yes and no. Everything you need will be given, except for clothes, shoes and food. This is the only thing that everyone should take care of himself in accordance with the task and your plans. There must be at least one tourist navigator, one compass and one LPD-range radio station per band (Channel 23 is used which corresponds to the frequency 433.625 MHz). This minimum set necessarily have a senior search group - either personal or detachment. The only difference in preferences - its nicer. After the usual question is - a certain model? No, but there are recommendations developed by experience. I tried to experiment, came to the same results. Detachment is all standard, because it teaches us to use one type of equipment and the “zoo” of multi-grade equipment will distract from the main task.

Question 13. And besides walking in the woods, what else do you need to do?
- This is the most extensive question that is difficult to answer briefly. Even on the AKP in the forest, someone must lead and take people to the place of search. I will immediately answer the question about the jeeps - no, the "rogue" is optional, the headquarters is always placed in a place accessible to the "puzoterok". On the spot, it is necessary to register arrivals and departures, sit on the radio, prepare food for leaving groups, in the end. You know, life really helps. Somewhere you need to find firewood, electricity and much more. So even on the AKP in the natural environment there is something to do even for avid urbanists. In urban searches - patrolling, posting flyers, organizing reposts in social networks. There is another interesting specialization - Inforgi. Conducting a survey of the applicant and further communication with him, coordinating volunteers in the distribution of tasks and much more, without leaving the chair, without departing from the monitor. Question 14. Who finances you? Can I help with money?
- Sponsors provide the materiel, but the time expenses are already provided by the volunteers themselves. Money - not. We have no bills and fees, in principle. Equipment donated by sponsors, private and corporate. For example, the connection is provided by Beeline, and the transfers are by UTair. You can give us the batteries - they go to the AKP boxes. On the site "Liza Alert" - Scout needs, there is even a list of what is required. At first, I was surprised by the categorical nature of the list - such and such models of that one. Moody still, I thought. Why equipment unification is needed - I have already written above. But in general, to perform the tasks of detachment equipment is enough.

Question 15. Do you have any of your search methods? Different from MES?
- Yes, the detachment has its own clearly developed methods. Yes, they are similar to the practical actions of the Emergencies Ministry in such situations and even with the methods of searching for downed pilots in enemy territory, but there are also serious differences. Yes, they are run-in to many RPS and standardized.

Question 16. Do you have dogs, quadcopters, quad bikes, boats, airplanes, submarines?
- Search dogs, if necessary and possible, come along with the same volunteer squad as we do. Liza Alert in Russia also cooperates with other volunteer organizations - from firefighters

You need to start writing and calling absolutely everyone: ex-husbands, grandparents, classmates' parents, classmates. Do not think that it is inconvenient. It will be inconvenient if it is never found. Absolutely everything rises to the ears. Yes, do not forget to call everyone afterwards and calm everyone down and thank you for your concern. Why it is done: you never know what could happen, for example, a child could get scared of something, could run from someone, and once in a conditionally familiar area, he could go to at least some familiar address. To enter the entrance to the primary school teacher, your friends, with whom you were visiting the other day ...

A call to 112 is already a statement about the loss, which is accepted and recorded. The story of three days is a myth, a lie and the reluctance of the police to work. Such a decree, act, law does not exist.

It is important to teach the child to call you when you go somewhere, and when you get there. And to teach this you need to show an example. Mom and dad call each other in front of the child, report that they have left work: "I'll be there in an hour!". You can emphasize the child’s attention on this, show him that we do not control, but just worry about each other. Because if he does not see how adults do it, he may decide that, because of his minority, he is simply kept under control, restricted, not trusted.

It is useful for both teenagers and elderly relatives to install a number of programs on their phones. These can be: my friends (on iphone), my family (on android). However, all these programs require that the phone be connected to the Internet. Many people buy the simplest push-button telephones for children without this option. Then you need to connect the service from a mobile operator, for example, Beeline coordinates (50 $ per month), megaphone navigator (84 $ per month). What for? At your telephone request (even in tears and hysterics), no operator will give you the coordinates of your child’s phone. Has no right. If the phone is registered on your Passport, then the operator’s office will give you a printout of the last calls. But the coordinates of the phone, the operator will issue only by court order, that is, in 2-3 days. Remember that if the phone battery is dead, then this service does not work. That is why it is important to start looking for a child as quickly as possible.

We teach children to say "no", we teach children not to listen to unfamiliar adults. We often teach children to obey mom, dad, nanny, grandmother, educator Maria bath, kindergarten guard, concierge, not to argue with all these people, to be polite. As a result, we get children who leave with unfamiliar adults. An experiment was set up in LisaAlert: out of 50 children to whom unfamiliar adults approached, only 1 (one) child did not leave. We bring the following thought to the children: normal, adequate adults do not ask the children for help, do not ask to bring anything, to guard, to find the car in the trunk. Of course, you can help the grandmother with a crook to carry a heavy bag to the entrance. But at the entrance both the bag and the grandmother should be left, and the magic words should be said: “Mom does not allow me to go further”. Further neighbors, relatives, someone else will help her.

Even if your child is walking along the road and met your friend who offers to take him home, how our father your child should call you at that moment and say: "Uncle Misha met me on the way and offers me to bring home.". You at this moment call Uncle Misha and make sure that the child is with him.

If your child or elderly relative calls you and says: “Meet me, please!”, Please stand up from the sofa and do it. Very rarely people are asked to meet them, because the whim. If you say: "well, you, you're already an adult," and then something happens, you will not forgive yourself. Do not be lazy.

Teach your child to scream. Very many children and adults do not know how to scream. Drive to the park, to the forest and start there. Show him an example. Then try in the city, at least in Red Square.

Social networks: in no case should not prohibit children from using social networks. Allow him to keep his own page - so before your eyes will be information about what he is interested in, what kind of music is listening, with whom he is friends. Once a month look through the list of his friends, you should be alerted by adults, if it is not a teacher. Prohibit him - and in a critical situation, you will find eight fake pages with other people's photos and incorrect age. (At my parents ’meeting, everything I’m writing about was accompanied by terrible life examples, here they told about dad, who sternly pounded his fist on a chair, swore that he banned all social networks to his daughter, and those eight fake pages were found only when the third They searched for it for a day.) You can ban anything, but these pages will still be there, you just won't know about them.

Pornography is the most innocuous thing to be found on the Internet. And you can also find information about suicides, drugs, meet dangerous scammers, intruders, run into cyberbulling. Both in life and online it is important that the child remembers that he owes nothing to anyone. It is very important to bring this thought into the head of the child. If strangers ask for something, always ask yourself: why should I do it? Why should I send you my photo and say my phone number, why get up at 4:20 and so on.

Spend a few hours with the child at the computer, show by personal example what they do on the network with suddenly opening windows with indecent pictures, advertisements, and everything that seems self-evident to us, and it is new to him.

If the child is still found, please do not shout at him. Calmly explaining that we were worried. We explain why what happened was dangerous. Separately, a few words about nature, considering that among my friends there are about 90% of people who take children to the forest, and every summer and not once in the forest:

If you get lost in the forest, stop immediately and stop moving. Perhaps you have been going the wrong way for some time. First we call 112, because mom. And mother does not put the battery on the child’s phone, leaving it for the child to communicate with the rescuers.

If you see a helicopter or hear a siren, do not run to the sound. First, in the forest, the direction of the sound is strongly distorted, and secondly, it is done for your localization - now the rescue services will contact you by phone and ask if you hear sounds.

We repeat to the child: it is dangerous to walk on ice, it is almost impossible to save yourself and with the help of friends.

8 out of 10 children lost in the forest drowning. We repeat to the child: if you are lost in the forest, do not approach the river and to wash, wash the wound, drink it.

Do not let the children go to the forest with the elderly, the child will not be able to help him, he will be lost, it will only get worse.

Always take water with you, wash the wound, drink it.

Stop dressing yourself and children in camouflage clothing. Clothing should be bright. Looking in the woods for a child in a red jacket and orange pants is much easier than a very cleverly camouflaged.

Very many lost children say: I did not think that mother would look for me at all, unless mother knows how to look for me and what to do. Going out into the forest, tell the child that they will look for him to happen, and his mother knows what to do. Where such thoughts come from is not very clear, but I suspect that from fairy tales in which parents regularly take their children to the forest to be eaten by wolves.

They are looking for teenagers who escaped to the Crimea with an uncle who persuaded it on the Internet. They are looking for children who are frightened to go home because they violate and sit out at the garages.

  We are not supermen. We are the same as you - hairdressers, doctors, driving school instructors, housewives, moms and dads. We just do not care when a lost grandmother dies in a cold wet forest, a sick grandfather cannot find a way from a store home, or in the 21st century in a densely populated center of Russia, a hungry, terrible despairing CHILD freezes to death.
We are volunteers of the search and rescue squad Lisa Alert . Yes, we also have work and household chores, family, children, compulsory trips to the country ... However, all this is negligible when it comes to saving someone's life. When every minute counts, because time is working against us, every unit of search engines is important. But we are always not enough. Therefore, we really need people who are not indifferent as we are. Do not think that you are too young, old, or sick, or not sports enough to help, that you are far from dog handlers, doctors and rescuers of the Ministry of Emergency Situations. The main quality here only - the desire to assist. Help can be not only direct participation in the search, but also in printing and posting orientation, distributing information on the Internet, in attracting new people (volunteers) - each pair of arms and legs is always a joy. After all, this is someone's hope for life!



  Yes, people are taken by the police, specially trained people, but they are not enough to cover the whole range of applications and requests. In addition, it has long been a secret that a statement about the loss is often considered only after 72 hours. Three days, the period for which time destroys the "hooks" and the possibility of timely assistance.
Every half hour in Russia one person disappears. During the year, about 200 thousand applications come to the police stations with a request to begin the search for the missing. Half of the requests later withdraw. This is largely due to the successful conduct of rescue operations. Their participants are police officers, less often - the Ministry of Emergency Situations, and most often - volunteers.

  Then in 2010, the volunteers found the body of the aunt and Lisa Fomkina, but ... were late. (I did not doubt for a second that we would find Liza alive. Then they said that they died from hypothermia A day before they were found. I still feel guilty. And if we had gone straight to the forest, if we had called volunteers right away. If we had. History of creation

  The idea of \u200b\u200bcreating a detachment to search for missing children came in the fall of 2010 after searching for little Sasha, lost in the forest near Chernogolovka, and 5-year-old Liza Fomkina, who along with her aunt got lost in the forest near Orekhovo-Zuevo. The name of the organization comes from the name of 5-year-old Liza Fomkina, whose search in 2010 gave impetus to the creation of the detachment, and the English word alert (in translation - “alarm”). Squad functions

  Operational search for missing people;
  Carrying out preventive measures aimed at reducing the number of cases of disappearances;
  Training of LPS Alert members and state-run PSO skills in conducting search operations, methods of rendering first aid to victims, using search equipment (compass, radio, navigator, etc.) and other skills necessary in search work;
  Dissemination of information about LPS Alert DSPSA in order to attract new volunteers and streamline interaction with government agencies in the process of conducting search activities.

A small child disappeared on Thursday, July 14, at about 15:00 Moscow time, during a walk with his parents near the village of Mikhailovka in the Lipetsk region. Volunteers from the Oryol region joined the search for the boy.

According to media reports, the information about the disappearance of Artem Kuznetsov was reported to the police at about six o'clock in the evening. According to parents, the son disappeared at about three in the afternoon in a clearing near the village of Mikhailovka.

Dad mowed the grass, six-year-old daughter ate strawberries, and he wanted to play hide and seek. All this is a few km from the village. Already in the evening, the police, the Ministry of Emergency Situations, the RPD Lipetsk worked on the site, according to the LA website.

Volunteers from different regions of Russia joined the search for the missing kid. The LPS-Alert-Orel DPSO group also works at the scene of the incident. According to the latest data, more than 200 people are involved in the search for a child.

The summer began - the season of mass campaigns for mushrooms and berries. And the time when hundreds of people are lost in the forest.

Priority is given to the search for children and old people, as well as people who have lost their way in the natural environment. The squad is not engaged in the search for missing soldiers and their identification. The squad does not provide paid search services; searches are carried out free of charge by volunteer efforts.

Minors are not allowed in the squad.

  The Moscow detachment is the most numerous and active. Detachment units, of varying degrees of organization, were formed in more than 38 regions of Russia: Tver, Krasnodar, Ivanovo, Leningrad, Kostroma, Rostov, Bryansk, Kaluga, Altai, Kursk, Tatarstan, Tula, Perm, Vologda, Vladimir, Khabarovsk, Omsk ...
