Subsidies for business belarus. Where businesses can find funding: government subsidies

We often develop business plans and feasibility studies (feasibility studies) that our clients provide to receive certain benefits or subsidies from government agencies. Let me note that a large number of entrepreneurs are not aware of the benefits and financial support provided by the state. Concessional lending for the development of new industries

The procedure for obtaining concessional lending is regulated by Presidential Decree No. 255 dated May 21, 2009"On some measures of state support for small business"

The main criteria for obtaining such a loan are:

  • Creation of production of innovative export-oriented, import-substituting products;
  • The staff is not more than 100 people.

From our experience, I will say that such loans were not allocatedonly to some super-innovative, but also quite ordinary production, working for both external and internal markets.

Moreover, among those who received such funding, there were also companies in the field of agriculture and even a roadside cafe.

The amounts allocated to local budgets for such concessional loans are limited. Therefore, it is best to try to attract such concessional financing in the first half of the year.

Terms:

  • The loan is equal to half of the refinancing rate of the National Bank + no more than 3%. Thus, today the rate on a loan in Belarusian rubles will not exceed 15.5% per annum.
  • The loan term, as a rule, does not exceed 5 years. On average, it is 3 years. The allocated amounts can range from tens and hundreds of millions to several billion rubles (depending on how much is included in the state program of the relevant region for this year).

Procedure:

The business plan itself and the package of documents are submitted to an authorized bank, which verifies them. The final decision is made by the competition commission of the relevant regional executive committee.

Job creation subsidy

A subsidy (budget loan) can be obtained by enterprises of any form of ownership, if they create places for employment of the unemployed, directed by the state employment service.

Terms:

  • An interest-free loan is provided at the expense of the local budget, temporarily and free of charge (without paying interest for its use) for a period of up to 3 years.
  • The allocated funds can be used for 1) modernization, purchase, installation and adjustment of equipment; 2) purchase of raw materials and materials; 3) other goals that contribute to job creation.
  • The loan can be repaid monthly for the entire period of use of the funds or with a deferred payment of up to 2.5 years.
  • A budget loan for the creation of new jobs is provided on the basis of a decision of the regional executive committee.

Procedure:

To resolve the issue of obtaining a loan, you must submit a package of documents, which include a business plan. It will be considered first at the district level, then at the oblast level.


Irrevocable grant from the innovation fund of the regional executive committee

The provision of a non-refundable grant, the amount of which can reach $ 1 million, is carried out on a competitive basis. Primarily:

  • for the implementation of innovative projects that provide a high level of added value and export potential;
  • for the development of science-intensive and high-tech products.

Among our clients who applied to participate in such competitions were both industrial enterprises in the field of chemical production and companies related to the processing of agricultural products. At the same time, there are also funny situations. According to one of our clients, he won the competition several years ago. But he was not given a grant, motivating it with the lack of money in the local budget.

Similar contests are held without unnecessary fanfare. The regulations on their holding and information on accepting applications are usually simply published on the website of the regional executive committees. That is why, as a rule, the number of participants often does not exceed 10 companies.

Among the documents submitted for participation in the competition:

  • application for the allocation of funds from the innovation fund;
  • business plan of the project;
  • balance sheet of the company;
  • other documents in accordance with the regulations on the competition.


Allocation of land for farming

Farmers can count on:

  • free allocation of land for use;
  • significant tax benefits - the absence of profit tax, VAT as such, which, in turn, allows you to save impressive amounts even with a turnover of more than $ 100 thousand.

For the local executive committee to allocate land, it is necessary to provide, among other things, a business plan for the future enterprise.

Subsidy at the employment center for starting a business

The subsidy is provided to the unemployed who are registered with this organization. The issuance procedure is regulated by the Resolution of the Council of Ministers dated 07.03.2008 No. 342 "On approval of the Regulation on assistance to the unemployed in organizing entrepreneurial activities, activities for the provision of services in the field of agroecotourism, craft activities."

Conditions and size:

  • The subsidy is provided in the amount of 11 times the size of the subsistence minimum budget (as of today, the BPM is 1,549,790 rubles).
  • When organizing entrepreneurial activity in small towns, as well as in rural settlements, a subsidy is provided in the amount of 15 times the subsistence level budget.
  • When organizing business activities related to the implementation of the results of scientific research and development - in the amount of 20 times the value.

Procedure

To resolve the issue of providing a subsidy for entrepreneurial / craft activities, the following are submitted to the employment department at the place of registration:

  • an application for a subsidy;
  • technical and economic, including financial, justification (business plan) of the selected type of entrepreneurial / craft activity.

The Department of Labor, Employment and Social Protection examines the submitted documents and within 3 days makes a decision on granting a subsidy to the unemployed. An appropriate contract is concluded with the unemployed.After receiving a positive answer on the provision of a subsidy, you need to submit documents for registration of a legal entity.

Valery from Minsk has contacted the Onliner.by editorial office. The man claims that he wanted to receive a subsidy, officially open an individual entrepreneur, legally work and pay taxes, but the city authorities refused him without any reason. The Minsk city executive committee says that they never have unreasonable refusals.

“In May, I decided to open an individual entrepreneur and get a license for passenger transportation, that is, to start officially“ taxing ”. Moreover, according to the legislation, when you first open an individual entrepreneur (no matter what you are going to do) you can get a free subsidy of about 10-12 million. Just few people know about it. But who knows, he uses it. This money does not need to be returned, you just need to report where it went within three months and work in the declared area for a whole year. Over a dozen of my acquaintances have opened individual entrepreneurship over the past year and received this subsidy, ” - Valery told the Onliner.by correspondent.

“To simply register an individual entrepreneur, all you have to do is contact the tax office, spend half a day there - and you're done. But in order to receive a subsidy, you need to go through certain procedures. First, be officially unemployed. Therefore, I had to go to the employment center of the Soviet district of Minsk and register for unemployment. I was even sent to community work: handing over waste paper, weeding beds in the botanical garden.

A month later I was told to draw up a business plan: to write down where the money allocated by the state would go. And no one told me exactly how to draw up this document. According to my business plan, the money was used to register the car in a taxi: paste over it, install a taximeter (one costs more than 5 million), obtain a license for passenger transportation (about 1 million), take taxi driver courses, etc. even 12 million was not enough, so I provided for my own investments - 5 million.

Nobody even checked my business plan in the employment center of the Sovetsky district. Arranged paperwork, fed me with promises, they say, come back tomorrow, the day after tomorrow. Then it turned out that their boss quit, and he didn't want to do anything before leaving - they found my documents in his office, in the corner, among the drafts.

Time has passed. My business plan was sent to the Labor and Employment Committee of the Minsk City Executive Committee. Then they invited me there for a conversation, and a couple of days later the phone rang in the apartment: “Sorry, you were denied!” They promised to send an official answer with explanations. But I never got to see him. In the end, he could not stand it and went to his regional employment center. There the workers delved into my file for a long time and as a result gave me some piece of paper with no contact information, only a blue oval seal of the employment department of the Minsk City Executive Committee. According to this document, I was refused. The reasons are as follows: lack of documentary evidence of experience as a driver, a significant degree of risk. I think this is just an unsubscribe! I've had my driver's license for nine years! "

At the same time, Valery admits that he does not have a driving experience recorded in his work book.

“I think that the decision of the Minsk City Executive Committee is unfounded. In addition, all time limits for making a decision have been violated! Nobody informed me about anything, nobody was in charge of my business ... I want to officially open an individual entrepreneur, get a license and work legally, pay taxes. As an unemployed person, I don't have 15 million to start a business. Where can I go? Where can I appeal the decision? "

For an answer, we turned to the Employment Department of the Minsk City Executive Committee.

“The question has been posed incorrectly. We cannot refuse to register an individual entrepreneur. We analyze the situation of the unemployed and, if there is no opportunity to find a job, if there are good reasons, we offer an unemployed citizen to organize his own business. And refusals cannot be unreasonable. If this person wants to be clearly explained the reason for the refusal, let him come to us, we will give a detailed answer ... As for road transportation, let us think. If you use the services of a taxi, you certainly will not sit with a person in a car if he does not have a driving experience? But that's just my opinion. To tell you exactly the reason for the refusal, you need to find out the last name and look at the personal file of the unemployed. It is impossible to speak in plain words ", - said the head of the department.

If it were not for this subsidy, I would not have dared to open my own business, admits the owner of a fitness room in Logoisk, Nadezhda Yatskovskaya. And this despite the fact that the bulk of investments is still her own money.

"Honestly, if it were not for this subsidy, I would not have risked it. Because after all, this amount - a thousand dollars - went at least to step platforms and some of the rugs. That is, when there is some amount, but it is not enough, this help comes in handy - it hooks and pushes, "explains Nadezhda.

Vera Dashkevich, the owner of the Logoisk fitness gym, told Sputnik correspondent Vera Dashkevich about how easy it was to get state money and how to account for it, and whether she managed to become a successful businessman.

Go into business

Nadezhda decided to go into business for two reasons. Firstly, she loves fitness, and the level of training in Logoisk sports complex at some point ceased to suit her. She studied as a fitness instructor in Minsk and decided that she was ready to recruit groups herself.

Second, she had office experience. For some time I was advertising in a local newspaper - there was a great team, but extremely modest salaries, there was not even enough "for diesel fuel." “Sitting in one place in the office is not mine,” Nadezhda admits.

In general, two years ago - at the suggestion of her husband - she purposefully registered as unemployed at the local department of labor, employment and social protection, and then applied for a subsidy. Nadezhda could claim an amount of 11 living wage budgets - about a thousand dollars in equivalent.

“After I got registered, after a short time I was summoned to the labor department and sent to entrepreneurship courses in Minsk. They are three-week and free. Yes, perhaps something superficial, but thanks to this training I was able to write myself business plan. She herself, not being an accountant, not understanding all these matters at all, literally sat down and wrote in two evenings. So there is definitely a benefit from training, "says Nadezhda.

She defended the business plan twice: once before the teachers at the end of the courses, the second time before the commission in the labor department. Then she opened an individual entrepreneur, a bank account, to which the money was transferred to her.

"It was so lightning fast that I honestly didn't even believe it," the owner of the fitness room admits.

What was enough state aid for

For the state 1,930.5 rubles, Nadezhda was able to buy only step platforms and part of the rugs for classes.

"At that time, one step cost one million two hundred (120 denominated rubles - Sputnik). At the initial stage, I needed 11 steps - 10 for girls and one for me. This is 12 million 600 out of 19 million. With the rest of the money I bought part of the rugs, the second I had to buy some of them for my own, "explains the owner of the fitness room.

They also needed dumbbells, balls, mirrors and flooring in a rented hall. It would not have been possible to open a business only for state money, Nadezhda admits.

Was it necessary to account for the spent public funds - for what and how much? Yes, she says. A couple of times I took the reports - checks for purchased sports equipment - to the labor department. But she did not feel any kind of super-careful control - in the end, Nadezhda followed the declared business plan. There were no questions to her.

"They generally check and control. But they did not come with the question" Where are the steps? "Because, firstly, I reported, they saw the documents, and secondly, girls from the department came to my classes. And they saw , on what and with what they work here ", - says Nadezhda.

Is the business profitable

The owner of the new fitness room quite easily and quickly recruited three groups of 10 people each. She says that if she could find another hall, she would be able to raise her business to another level.

Now she rents premises in the building of a former bakery. She says this is the only room she could find. The building is located on the outskirts of Logoisk - very inconvenient for her girls, you can't get there without a car. At the same time, it is recognized that she is forced to pay an impressive amount for rent - almost "at Minsk rates."

“We have been working for the second year. And I cannot say that I earn a lot in this business, I have crazy money and am really happy. After paying rent and a communal flat, I have 300-400 rubles in season. But this is in season, and in summer I I pay, in fact, only a communal apartment and rent, I forget about the salary. There is no income, "the owner of the fitness room admits.

If not for her husband, he says, this business would hardly have been able to feed her. And yet, insists, in her case, it was worth it.

"I would say that this is my hobby and I work for my own pleasure. If the local authorities would also have met and helped rent a room for a reasonable price ... Then, by optimizing costs, one could save and buy equipment, But, since I rent from private owners, I have to give almost all the money for rent and pay for the communal flat. And if there is some extra penny, I try to buy something - they recently bought rubber bands, again, they cost money, "explains Nadezhda.

And yet, she is determined to develop her business - to find a new gym, buy equipment and hire another instructor to help her. In any case, Nadezhda definitely does not regret that she risked opening her own business.

"Because I do what I love. Even if I don't have a big salary, we have small salaries in Logoisk. But for this money I could sit in the office at an unloved job, from eight to five, and do what I don't like Yes, I cannot live on this salary, but I do what I love. I love the girls who come to me, they are all positive. Look, we are on vacation now, and they write to me in a group in Viber: " When is the training session? "It's worth something!" - the owner of the fitness room explains her point of view.

Important! If you have already received a subsidy or closed another business less than a year ago, then do not count on a subsidy.

Your obligations after receiving the grant:

Grants for the development of small and medium-sized businesses from the innovation fund of the regional executive committee

If you want to organize an unusual, and most importantly, well-grounded business, you can count on a grant. To get this sponsorship, you need to win the bidding competition. The priority is projects related to innovation, science, development and production of technology, manufacturing of products for export.

How to get a grant for business development?

  • Make a business plan. In the same place, indicate the purpose and amount of the grant.
  • Submit a business plan to the regional executive committee along with a certificate of state registration, constituent documents and a certificate of entering you into the register of business entities.
  • Write an application for the allocation of funds from an innovation fund.

Important! The grant money is not yours personally. They are issued to the company under your personal responsibility.

Allocation of land for farming

Concessional loan for the development of small and medium-sized businesses in Belarus

The regulation on state support for small business in the Republic of Belarus is spelled out in the Decree No. 255 of 05/21/2009 "On some measures of state support for small business." According to the regulation, you can count on lending at a preferential interest rate - 50% of the refinancing rate at the time of the loan + no more than 3%. In this case, the bank does not charge you any additional commissions and payments.

You can count on a preferential loan for business development if:

  • open, develop and expand the production of goods, works or services;
  • organize or develop the production of innovative import-substituting products or goods for export;

Conditions for concessional lending:

  • you should not have any debts to the state;
  • your business should not be unprofitable;
  • your business should not be reorganized, liquidated or declared bankrupt at the time of applying for a loan.

The package of documents for obtaining such a loan in different banks may differ. But a business plan will be required of you at any bank. To get a loan, you do not need to be serviced by a lender. The maximum term of concessional lending is 5 years.

SUBSIDY CAN BE PROVIDED TO PERSONS:

  • have reached the age of 18;
  • registered with the employment service as unemployed and planning to organize entrepreneurial or craft activities;
  • experiencing difficulties in finding employment for existing vacancies;
  • fulfilling in full the duties of an unemployed person in accordance with the Law "On Employment of the Population of the Republic of Belarus".

SUBSIDY - a one-time non-refundable state cash allowance equal to 11 times the living wage budget... When organizing entrepreneurial activities related to the implementation of the results of scientific and technical research and development, its size is 20 times the living wage budget.

Funds provided to the unemployed in the form of a subsidy can be used by him to purchase equipment, tools, machines and mechanisms, raw materials, materials, to pay for services, as well as for other purposes related to the organization of entrepreneurial and craft activities.

To resolve the issue of providing subsidies for organizing entrepreneurial or craft activities, an unemployed person submits to the Citizens Service Department at the place of his registration:

  • statement on the provision of subsidies;
  • technical and economic, including financial, justification ( business plan) the chosen type of business or craft activity.

The bodies for labor, employment and social protection consider the received documents and decide on the provision of subsidies to the unemployed.

With the unemployed, who received a positive decision on the provision of subsidies, the labor, employment and social protection authorities conclude an appropriate agreement.

The subsidy for the organization of entrepreneurial, craft activities is transferred to the current (settlement) bank account of the unemployed.

An unemployed person who has received financial support is obliged, within 3 months from the date of registration as an individual entrepreneur (private unitary enterprise) or a person engaged in craft activities, to submit documents confirming the intended use of the allocated subsidy. In case of failure to submit such documents within the specified period or inappropriate use of financial assistance, the citizen returns the amount of the subsidy and pays the fine established by the contract.

An unemployed person who has received a subsidy is obliged to carry out entrepreneurial and craft activities. If he does not carry out entrepreneurial activities for more than 6 months within a 12-month period from the date of state registration as an individual entrepreneur (private unitary enterprise), the citizen is obliged to return the received amount of the subsidy.

The unemployed, if less than 12 months have passed since the end of their entrepreneurial activity, craft activity, and also if they previously received a subsidy, such financial support is not provided.

The provision of financial support to unemployed citizens for organizing entrepreneurial and craft activities from the budget of the state non-budgetary fund for social protection of the population of the Republic of Belarus is regulated (Regulation on assistance to the unemployed in organizing entrepreneurial activity, approved by the Resolution of the Council of Ministers of the Republic of Belarus No. 342 dated 07.03.2008).

Subsidy for starting a small business: design and use features in 2018

The nature and purpose of government subsidies

It should be noted that the financial contributions under consideration are free of charge, in contrast to commercial bank loans. An individual entrepreneur, receiving such a subsidy, assumes a certain range of obligations, but they are not of a direct financial nature. At the moment, these norms remain relevant.

Algorithm for registration of government subsidies in 2018

The procedure for obtaining a subsidy for the development of small business is characterized by some technical and legal features. First of all, you need to be an IP officially. If there is such a status, then it is necessary:

  • registration of an individual entrepreneur in the Employment Center of unemployed status and inclusion in the corresponding state registers;
  • submission to the Employment Center of a well-developed business plan (this document includes the intended scope and nature of future activities, indicating the location of the enterprise; the need for technical equipment and raw material supplies; the level of estimated income; analysis of the profitability of the project as a whole);
  • approval of a business plan at the Employment Center;
  • registration of an individual entrepreneur with the Federal Tax Service;
  • repeated application to the Employment Center with an application for receiving subsidiary funds, supported by a package of necessary documentation;
  • conclusion of a subsidiary agreement between the individual entrepreneur and the state.

A fundamental feature of this system of financing small businesses is that there is no need to return the funds received by individual entrepreneurs from government agencies when opening a new enterprise.

Employment Center: Ensuring Effective Monitoring of Economic Activity of the Population

The Employment Center deals with the initial stage of obtaining subsidies when opening a private enterprise - it is here that all the basic information about the business activity of all categories of the population of the Russian Federation is concentrated. The job center examines the business ideas submitted by the applicants and determines their viability.

All the initial information about the individual entrepreneur, his business plan, and the projected level of economic efficiency passes through the Employment Center.

In 2018, the role of the Employment Center in the procedure for regulating the economic activity of the population is expected to be further strengthened, this is due to the fact that many citizens are now in search of a permanent source of income. In addition, it is necessary to achieve maximum transparency and efficiency of the mechanism for obtaining government subsidies.

In particular, the Employment Center provides a full range of necessary documentation in the shortest possible time, and the employees of the Employment Center are highly qualified and ready at any time to provide the full range of theoretical and practical assistance required by an individual entrepreneur at the stage of registration and opening their own business.

Features of receiving subsidies and targeted use

Each individual entrepreneur, when opening his own enterprise (even for a franchise), has the right to receive government support. The amount of such a subsidy fluctuates depending on many factors, including the social status of the entrepreneur, but cannot be less than 60 thousand rubles.

Insurance, lending and banking services are not subject to government subsidies.

For all other legal activities, you can get funds if the entrepreneur has his own start-up capital in the amount specified by law.

It is much easier for persons with a Moscow residence permit to obtain subsidies in the capital, and, in addition, such entrepreneurs rely on several categories of subsidies to choose from.

Capital registration also determines the general algorithm of subsidizing, which is not always true in relation to beginning entrepreneurs from other, more remote regions of the Russian Federation.

An individual entrepreneur, receiving a subsidy, undertakes to spend this financial amount for the development of his own business, but he can independently determine the scope of the initial use of capital. For example, funds can be used to:

  • improvement of the material and technical base of the enterprise;
  • purchase of the necessary equipment and industrial facilities;
  • repair, expansion and construction of new premises for the enterprise;
  • purchase of a raw material base for production;
  • expansion of the staff;
  • costs of intangible assets of the company.

Individual entrepreneurs may also provide for other items of expenses related to the opening and development of their own business. In general, the legislation of the Russian Federation is quite liberal in the area of \u200b\u200bdistribution of subsidiary funds. The entrepreneur enjoys complete freedom to use the finances obtained as a result of subsidies.

An important point when receiving financial assistance in 2018 is that if an individual entrepreneur applying for a subsidy has not officially worked anywhere over the past five years, the specialists of the Employment Center can legally refuse to receive financial assistance. After all, if a person previously had money from somewhere for daily needs, then in the future he is able to provide for himself.

It is worth remembering that business development subsidies are free of charge. The return of subsidiary funds is not provided for by law. An exception can only be individual cases specified by the mechanism for providing subsidies.

The only condition is to obtain complete and reliable reports of the entrepreneur on the costs incurred. The collection and verification of this information is carried out by the Employment Center, as well as fiscal control bodies.

In case of misuse of the funds provided, the state has the right to demand their return, taking into account a certain amount of the penalty. However, such precedents are extremely rare, since most start-up entrepreneurs are extremely responsible about the opportunity to receive financial state support for the development of their own business.
