The accident rate at the Moscow Ring Road is extremely high. The main reasons for this situation are the excess of speed limits by motorists, as well as violation of overtaking rules, in particular, many strive to overtake the vehicles in front on the side of the road, where there are often pedestrians. The Moscow authorities are actively engaged in the fight against such violators, and technical progress makes it possible to do this quite effectively.

When were cameras installed on the Moscow Ring Road to record roadside driving? What violations do they still record? Where are the cameras located? We will answer these questions in this article.

When did video recording cameras appear on the Moscow Ring Road?

In April 2014, cameras began to function, recording violations of a number of traffic rules, in particular overtaking - driving on the side of the road. In total, there are about 400 cameras on the Moscow Ring Road, and only 100 of them, as of 2014, could record overtaking in violation of the rules. Over time, such innovations were supposed to cover the whole of Moscow and the region. In fact, there was no equipment replacement on the road, but changes were made to the software.

By analogy with violations of the speed limit recorded by a traffic camera, recorded violations of overtaking rules are accumulated in the traffic police, on the basis of which fines are sent to offenders by mail.

The efficiency of photofixing cameras is colossal, despite the fact that not all the most hazardous places are equipped with them yet. Their introduction into the traffic control system made it possible not only to prevent and reduce accidents, but also to reveal more than one hundred crimes.

The principle of operation and the list of recorded violations

Cameras that record violations of overtaking rules are Strelka-ST modernized, previously operating photo and video recording systems. Before modernization, such cameras only recorded violations of the speed limit. Now a fixation has been added to the list of their functionality:

  • Exit to the oncoming lane;
  • Exit to the lane allocated for public transport;
  • Driving along the roadside, bike path, sidewalk;
  • Continuing traffic at a traffic light prohibiting sign;
  • Untimely stop and exit to the stop line;
  • Driving on the "No entry" sign;
  • Ignoring the existing road markings;
  • Turns from the second row;
  • Pedestrian skipping;
  • Driving with dipped headlights or daytime running lights off.

Both stationary and mobile cameras, according to the principle of operation, are divided into:

  • Radar;
  • Video recording;
  • Laser.

The roadside, oncoming lane, sidewalk, bike paths are monitored due to the fact that in the program of photo and video fixation sectors are indicated in which the presence of vehicles is prohibited. As soon as the transport even slightly falls into one of the prohibited zones, a violation is recorded and the violator faces a fine.

The system records absolutely all border crossings with forbidden zones, under which shadows from vehicles, reflections of headlights on the road also fall, therefore, even without breaking, you can be among the violators. In fact, all the information received from the cameras must be manually rechecked by employees, but practice shows that letters with fines come to drivers who did not violate traffic rules. The system also does not distinguish between the emergency stop sign displayed in front of the vehicle, therefore, in the event of a breakdown, the car owner will also receive a letter with a fine, which must be canceled, if, of course, the car owner applies to the traffic police with the sent photo.

Cameras are located mainly in places with a tense traffic situation, in particular:

  • MKAD 105 km, Northern Izmailovo district;
  • MKAD 27 km, in front of Shchelkovsk;
  • MKAD 1 km from Entuziastov highway;
  • MKAD 19 km opposite the Yuzhnye Vorota bus station;
  • MKAD 7 km before Novoukhtomskoe highway, etc.

In May 2016, 32 CCTV cameras appeared in Moscow and the Moscow region, capable of recording traffic violations by motorcyclists. We have prepared an interactive map of the location of video cameras in Moscow and the Moscow region.

According to the Ministry of Transport near Moscow, this is just the beginning. In the near future, 20 new complexes will appear within Moscow, and by 2017 it is planned to equip the road network with as many as 1,055 video cameras.

What traffic violations are recorded today by road cameras
In April, stationary cameras for automated photo and video recording of traffic violations installed on the Moscow Ring Road will begin to be used to combat roadside driving.

On the side of the road - it's dangerous. And expensive
The roadsides on the Moscow Ring Road are separated from the extreme right lane by a solid marking line. They are not intended for movement, and it is dangerous to drive on them: a broken car may stand on the side of the road. During traffic jams, such accidents are not uncommon: those who drove around the traffic jam on the side of the road, “rub” against passing cars when trying to return to the right lane. All this further aggravates the traffic jam.
To combat this, they decided to use stationary cameras already installed on the Moscow Ring Road. As reported in the data center, there are more than 100 of them on the ring. No additional devices had to be installed for this, and a new one was not needed. software... It was only necessary to coordinate the actions of the TsODD employees and the Center for Automated Recording of Administrative Offenses (TsAFAP) of the State Traffic Safety Inspectorate to work on this violation. As in other cases, photographic materials from the TsODD cameras will be sent to the AFAP, whose employees will issue fines. The owner of the car will receive by mail a ready-made penalty receipt for 1,500 rubles.
So far, it is planned to use cameras to record roadside driving only on the Moscow Ring Road. But the issue of fixing such violations on the highways of New Moscow - Kievskoye and Kaluzhskoye highways, on which there are also roadsides, is already being worked out.

Speed, dedicated line and parking
In addition to driving on the side of the road, Moscow stationary cameras record speeding (fines from 500 to 5000 rubles), driving on a dedicated lane for public transport (3000 rubles), and the entry of trucks into areas closed to them (5000 rubles). More than 800 fixed cameras have been installed in the city today, and they register thousands of violations a day.
Mobile complexes of photo and video recording (MKF) installed on cars of the data center record violations related to parking: parking under signs prohibiting it (RUB 3,000), and cases of unpaid parking in places where it is paid (RUB 2,500). It is understandable why the ICF is used to work with parked cars: they are more suitable for fixing the license plates of cars standing at an angle to the road than stationary cameras, whose "gaze" is directed along the roadway.
As told in the data center, the issue of expanding the functions of cameras, both stationary and mobile, continues. So the list of violations recorded by cameras will continue to grow.

How to avoid a fine
There is a popular belief among drivers: the “glance” of cameras on the Moscow Ring Road supposedly covers only the left “high-speed” lanes, so if you change lanes to the right before passing under the camera, you will not receive a fine. The TsODD assured that this is not true: the coverage area of ​​each camera installed on the Moscow Ring Road completely covers the carriageway of this direction: all five lanes plus the side of the road.
Previously, lists of addresses of stationary cameras were published on the official website of the TsODD, but now they have ceased to be posted. As explained in the data center, the lists were removed due to the fact that the driver, who knows the location of the cameras, seeks to comply with the rules only in a certain area. In theory, it should be different: it is better if the driver on any part of the route remembers that his violation can get into the camera lenses.
However, the lists can still be found in unofficial sources, replenished by the drivers themselves. There are ready-made maps of stationary cameras on the Internet for uploading to navigators. But the surest way to avoid fines is to try to drive by the rules.

From April, automatic photo and video recording cameras installed on the Moscow Ring Road will issue fines for those who drive on the side of the road.

This was announced to the M24.ru portal by the head of the Center for Traffic Organization Vadim Yuriev.

According to him, the photographic materials from the cameras will be sent to the Center for Automated Recording of Administrative Offenses of the State Traffic Safety Inspectorate. There, these messages will be processed and sent to the address of car owners, whose cars have come under the watchful eye of video surveillance.

Driving on roadsides is prohibited by road traffic regulations. The Administrative Code for such a daring violation provides for a fine of one and a half thousand rubles. However, this does not stop many motorists. And if on country roads driving on the sidelines threatens not only with a fine, but also with the risk of being in the nearest ditch, then on the Moscow Ring Road it threatens with human casualties.

It is not without reason that the legend has long been circulating that to stop on the side of the Moscow Ring Road for five minutes means to get into an accident. She was not born out of nowhere. The reckless driver, in order to bypass the traffic jam, flies into this lane, and there is a broken KAMAZ. Or the bus started to call at the stopping point. The death toll is easily recognized from the reports.

For those who do not know, a roadside on the Moscow Ring Road is a certain safety lane, which is indicated by a solid white marking line, on the right side of the road, one and a half meters from the bump stop. So you can't ride on it.

Of course, very hurrying motorists really want to by all means bypass this or that traffic jam. However, one must remember that crossing this line, firstly, is associated with a great risk, and secondly, it is punishable by a fine.

Alas, until now, cameras that are capable of identifying and punishing those who drive on the sidelines in violation of the rules have been used only in the Republic of Tatarstan.

With the appropriate program, the camera is able to record both speeding and driving to the side of the road

As an experiment, they were installed on the roads of the Moscow region. However, this matter did not progress beyond the experiment, although the problem remains relevant to this day. Especially in summer, when normal people are stuck in a traffic jam, the most hurried people gather dust on the roadside. Often they knock into a ditch those who stopped on this side of the road out of necessity. There are practically no technical difficulties in setting up cameras. It all depends on the software. With the appropriate program, the camera is able to record and overspeed, and exit to the side of the road, and into the oncoming lane, where it is necessary. The previous generation cameras kept up to 8 lanes in the field of view. Modern people are capable of more. And their multifunctionality allows setting other tasks for fixing violations in the future.

It is assumed that there will be about 100 cameras on the Moscow Ring Road to catch those who decided to bypass the traffic jam on the side of the road.

According to the Moscow State Traffic Safety Inspectorate, from January to December 2014, cameras of photo and video recording of offenses revealed more than 6.5 million cases of speeding. Of these, 5.1 million accounted for speeding from 20 to 40 km / h. I must say that so far in the capital, cameras are working only to fix speed violations. Adding new functions to them is know-how. In 2013, the accident rate in the places where cameras were installed decreased by 17.5 percent, and in 2014 - by 8.7 percent.

However, the traffic police admit that not all cameras are installed in the most emergency places, as required. regulations... The location of more than a hundred of them raises questions. But in the near future, it is planned to change their location and move them from those places where they are simply not needed, to areas that are problematic with accidents.
