A week ago, another document from the Russian State Segment of the Internet series was registered - Regulations on the Russian state segment of the information and telecommunications network "Internet", approved by order of the Federal Security Service of the Russian Federation No. 443 dated September 7, 2016 (Regulations)


Let's take a closer look at what is here, otherwise there are speculations that almost all networks on the territory of the Russian Federation will be included there.

The Russian state segment of the Internet (hereinafter - RSNet) - includes:

Connection conditions and information security requirements should be determined by the agreement on connection to RSNet. But at the moment there is nothing interesting in the agreement, except “The Customer.. ensures the security of the Customer’s information resources with its own standard software and hardware that meets the requirements for software and hardware used in the state authorities of the Russian Federation to work on the Internet”. The hardware specification required for connection is empty.


But from the text of the connection regulation, it is quite clear that some PTCs are required for connection - both on the side of the state. body, and on the side of the Federal Security Service of the Russian Federation. Presumably, we can assume that these are crypto-gateways.

Nothing else of interest was found in the Regulations, with the exception of the division of costs for connections, the creation of secure networks and the operation of RSNet. A lot of things will be financed from the federal budget of the FSO.

The RSNet network (aka the “Russian state segment of the Internet”) is used to connect to the Internet state information systems and information and telecommunication networks of state bodies, information systems and information and telecommunication networks of organizations created to fulfill the tasks assigned to federal state bodies ‎as well as for publishing on the Internet ‎information of state bodies and organizations created to fulfill the tasks assigned to federal state bodies.

Connection to the RSNet network is supposed to be via secure channels, which will be supervised by the service. The placement of information on the network will also be controlled by the FSO: to publish information, the user will have to contact the RSNet network operator.

As conceived by the authors of the law, Runet should be able to continue working even if Russia is cut off from world wide web. This can happen, for example, as part of the expansion of Western sanctions. Therefore, it was decided to create a redundant backup infrastructure, which will be activated when a threat occurs. In this case, Roskomnadzor will be responsible for the stable operation of the Internet in Russia and centrally manage traffic. In a critical situation, it will be forbidden to send traffic outside the country (this item should fully come into force in 2021).

And for starters, all Russian telecom operators will have to install special equipment that will help filter traffic and block. These devices will be provided to operators by Roskomnadzor, their installation and maintenance will be carried out at the expense of the budget.

There will also be exercises to ensure the security of the Runet. During these exercises, which were decided to be held at least once a year, situations of threats to the operation of the Network in Russia will be worked out.

Why the law is needed: arguments

The fact is that today the Runet depends on the global infrastructure of the World Wide Web. In the event that our country is decided to be disconnected from global Internet, Russian economy will lose a lot of money - up to 20 billion rubles a day. In order to be ready for such a scenario, it was decided to create the necessary infrastructure.

Previously, it was emphasized more than once that we are talking about increasing the reliability of the Runet. In fact, no analogue of the “great Chinese firewall” will arise in Russia, and the law is necessary so that Russians are not left without online banking and other familiar services, the authors of the law emphasized. Why the law is not needed: arguments

Opponents of the new law believe that they plan to use it to isolate Russians from global network. In Runet, such an “internal” Internet was dubbed “Cheburnet” and they began to think about disconnecting Russia from Google and YouTube, as well as remember. Regulations on the Russian state segment of the information and telecommunication network "Internet"

I. General provisions

1. This Regulation has been developed in accordance with the Procedure for connecting information systems and information and telecommunication networks to the information and telecommunications network "Internet" and placing (publishing) information in it through the Russian state segment of the information and telecommunications network "Internet", approved by the Decree of the President of the Russian Federation dated May 22, 2015 N 260 "On some issues of information security of the Russian Federation" *, and defines the procedure and technical conditions for connecting information systems and information and telecommunication networks to the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network) and placement (publication) of information in it through the Russian state segment of the Internet (hereinafter referred to as the RSNet network).

2. The RSNet network is an element of the Russian part of the Internet, which includes information systems and information and telecommunication networks administered by the Federal Security Service of the Russian Federation (FSO of Russia).

3. The RSNet network is used to connect to the Internet the state information systems and information and telecommunication networks of state bodies intended for interaction with it, information systems and information and telecommunication networks of organizations created to perform the tasks assigned to federal state bodies, as well as for posting (publishing) on ​​the Internet information of state bodies and organizations created to fulfill the tasks assigned to federal state bodies.

4. The connection of information systems and information and telecommunication networks to the Internet and the placement (publication) of information in it through the RSNet network is carried out by the Special Communications and Information Service of the Federal Security Service of the Russian Federation (hereinafter referred to as the RSNet network operator).

5. The RSNet network operator interacts:

a) with telecom operators providing services for providing access to the Internet, organizations related to the operation and regulation of the Internet, and organizations providing information and communication services and services, including in the field of information security;

b) with state bodies and organizations created to fulfill the tasks assigned to federal state bodies as part of their connection to the Internet, as well as posting (publishing) information on it through the RSNet network;

c) with organizations on the basis of public-private partnership in order to create, maintain and develop services and services that make it possible to form a single information and communication space of the Russian state segment of the Internet.

II. Technical conditions for connecting to the Internet and placement (publication) information in it through the RSNet network

6. The technical conditions for connecting to the Internet and posting (publishing) information in it via the RSNet network (hereinafter referred to as the Technical Specifications) are determined by the Agreement on connecting to the information and telecommunication network "Internet" and posting (publishing) information in it through the Russian the state segment of the Internet network (RSNet network) (hereinafter referred to as the Agreement) and include the following technical connection parameters:

a) the technological platform through which the connection is made;

b) type of communication channel;

c) data transfer rate;

d) logical connection characteristics;

e) information security requirements.

III. The procedure for connecting information systems and information and telecommunication networks to the Internet via RSNet

7. The procedure for connecting information systems and information and telecommunication networks of state bodies and organizations created to fulfill the tasks assigned to federal state bodies to the Internet via the RSNet network includes the following steps:

a) an appeal from a state body or organization created to fulfill the tasks assigned to federal state bodies to the address of the RSNet network operator;

b) conclusion of the Agreement;

c) organizing the connection of information systems and information and telecommunication networks of a state body and (or) an organization created to perform the tasks assigned to federal state bodies (hereinafter referred to as users of the RSNet network) to the Internet through the RSNet network in accordance with the Technical conditions.

IV. The procedure for placing (publishing) information on the Internet via RSNet network

8. Placement (publication) of information of users of the RSNet network on the Internet through the RSNet network is provided by connecting their information systems to the RSNet network or by placing their information using the system of data processing centers of the operator of the RSNet network if he has the technical capability.

9. The procedure for placing (publishing) information of RSNet network users on the Internet using the system of data processing centers of the RSNet network operator includes the following steps:

a) RSNet network user's appeal to the RSNet network operator;

b) organization of placement (publication) of information of the user of the RSNet network on the Internet using the system of data processing centers of the operator of the RSNet network in accordance with the Specifications.

V. Final provisions

10. The RSNet network operator organizes and ensures the maintenance, operation, development and information security of the RSNet network, including using the departmental segment state system detection, prevention and elimination of the consequences of computer attacks on the information resources of the Russian Federation.

11. Information materials developed by the operator of the RSNet network relating to the functioning of the RSNet network, including the connection of information systems and information and telecommunication networks to the Internet and the placement (publication) of information in it through the RSNet network, are posted (published) on official information resources RSN networks.

12. Maintenance, operation, development and provision of information security of information systems and information and telecommunication networks that are part of the RSNet network and are administered by the Federal Security Service of Russia are carried out at the expense and within budget appropriations provided for in federal budget FSO of Russia.
