Since there have not yet been developed uniform norms for labor intensity for legislative authorities, we use the average value for the time spent by deputies to set the labor intensity for this type of work in a particular study. Thus, we get the following indicators:

On average, we get a weekly amount of work 24 man-hours, an annual amount of work 840 man-hours. Here it is worth noting that we take average figures, despite the fact that the difference in time spent between the most and least active deputies is almost 2 times.

The indicator of the volume of work in units of measurement or the frequency of actions for parliamentarians will be equal to the number of working weeks in the current year, since all types of work of a deputy are measurable in the weekly mode. A large meeting of the Legislative Assembly takes place once a week, the reception of citizens is carried out on the days of the week and is measured accordingly - the entire functional list of parliamentarians is scheduled for the working week.

Time standards developed by the Central Bureau of Labor Standards of the Ministry of Labor Russian Federation and the All-Russian Research Institute of Documentation and Archives of Roskomarchiv.

Time standards contribute to the improvement of the organization of work of workers in services

Document management support, serve as the basis job descriptions, staffing schedules.

The collection contains standards for all types of work related to documentary support of management using computerization tools, and is recommended for use in government bodies, enterprises (associations) regardless of ownership, institutions and public organizations.

The enlarged time standards for work on documentary support of management were approved by the Decree of the Ministry of Labor of Russia dated November 25, 1994 No. 72.

1. General part

1.1. Aggregated time standards are designed to calculate time standards and organize work in management documentation support services (DOE), determine the labor intensity of work, the number of employees, and are recommended for use in federal executive authorities, at enterprises (associations), regardless of ownership, in institutions and public organizations.

1.2. The functions of the DOW service are defined by the Standard Instructions for Office Work in the Ministries and Departments of the Russian Federation, the Model Regulations on the Management Documentation Support Service.

1.3. The basis for the development of time standards is based on the materials of studying the organization of labor and the best practices of employees of the services of the preschool educational institution, photographs of the working day, self-photos, data on operational accounting and reporting, the results of expert assessments of specialists from the services of the preschool educational institutions of ministries and departments.

1.4. In preparing time standards, the following normative and methodological documents were used: Regulations on the organization of labor rationing in the national economy. Approved by the Decree of the USSR State Committee for Labor and the Presidium of the All-Union Central Council of Trade Unions of June 19, 1986 No. 226 / P-6;

1.5. When rationing the work of employees of the preschool educational institution, it is necessary to use intersectoral standard and uniform time standards: Standard time standards for work on copying and prompt reproduction of documents. - M., 1990; Uniform norms of time (workout) for typewritten work. - M., 1988; since the "Enlarged standards ..." do not take into account the costs of typewriting, copying and reproduction.

1.6. The normative part of the collection contains the following sections: the time spent on work on documentation support for management (drawing up and maintaining nomenclatures of cases, processing, registration, accounting for the number of documents, work on monitoring the execution of documents, creating and maintaining file cabinets, forming and processing cases in structural divisions, examination scientific and practical value of documents, compilation of annual sections of case inventories, transfer of cases to the departmental archive); the time spent on the work of the archive of the organization (methodological and organizational support for work, the creation of a scientific reference apparatus for the documents of the archive of the organization, cataloging of documents, the use of documents, information services for institutions and citizens, conducting a comprehensive (thematic) check of the state and operation of the archive of a subordinate institution, monitoring organization of documents in the office work of the structural divisions of the department (organization) and in the institutions of the system, ensuring the safety of documents, accounting for documents, technical execution of work).

1.7. The collection contains time standards in hours per accepted unit of measurement of the amount of work.

1.8. The standards are calculated based on the results of measuring the cost of working time during a working day lasting 8 hours.

1.9. The standards provide for the performance of all work with documents in one language and apply to work with documents of general office work.

1.10. The standards are designed for the performance of each work by one performer.

1.11. In the tables of the normative part of the collection, the name and content of the work performed and the time standards established for them are given.

1.12. Within the table, the standards are arranged in a logical sequence of work performed, but at the same time, work performed using automated technologies is located after similar work performed using traditional technology.

1.13. The composition of documents, the rules for their development, execution are established in accordance with the requirements of the State Documentation Management System, the Basic Rules for the Operation of Departmental Archives, Model Instruction on office work in the ministries and departments of the Russian Federation (M., 1994).

1.14. The norm of time for the performance of a unit of normalized work is calculated according to the standard of operational time and is determined by the formula:

1.16. The unit of measure "case" means a case in the amount of 150 sheets of 210? 297 mm (A4 format). Cases containing more or less than 150 sheets are recalculated for one conditional case with a volume of 150 sheets.

1.17. Work with typescripts in the clerical service is normalized according to table 3.1.2. (standards 3.1.2.1, 3.1.2.2).

1.18. The unit of measurement of the volume of work - the author's sheet - is taken to be material containing 40 thousand printed characters, which is 16.7 typewritten pages printed at 1.5 intervals, each containing 2450 characters.

1.19. For the unit of measurement of the volume of work - a box, a box containing 10 cases is taken.

1.21. In case of significant deviations in the content of the work compared to this normative collection and the inappropriateness of changing the existing labor organization, local standards for a particular documentation service can be calculated.

1.22. Local norms for work not provided for by this normative collection are established by the method of technical regulation.

1.23. On the basis of the Aggregated Time Standards, the number of employees of the documentation service is calculated.

1.23.1. For this purpose, the annual labor intensity of standardized work (Tn) is determined in hours, taking into account each type of work performed according to the formula:

2. Organization of work

The documentary support service for the management of an institution, regardless of the form of ownership, can act as an independent structural unit or be performed by one person.

The functions of employees of the preschool educational institution service are determined by job descriptions drawn up in accordance with the "Tariff and qualification characteristics for industry-wide positions of employees": (Approved by the Decree of the Ministry of Labor of the Russian Federation on November 10, 1992 No. 30 - M., 1992) and "Tariff and qualification characteristics for positions of employees of budgetary institutions and organizations of the state archival service of the Russian Federation”, Appendix 5 to the order of Roskomarchiv dated 09.12.92. No. 226. The same documents determine the names of the positions of employees of the services of the preschool educational institution. The functions of the DOE service include:

organizational and methodological support of work with documents in the structural divisions of the organization and subordinate institutions;

introduction of standards for documentation support of management and other regulatory and methodological documents;

document processing and accounting and reference work;

control over the execution of documents;

formation, storage of files and their use;

preparation and transfer of cases to the archive of the organization and others.

The functions of the archive of the organization include:

completing documents of structural subdivisions of the organization;

accounting and ensuring the safety of documents received in the archive;

funding of documents accepted for archiving;

compiling a scientific reference apparatus for documents stored in the archive;

conducting an examination of the scientific and practical value of documents stored in the archive, providing methodological assistance in carrying out this work in the office work of the organization;

The organizational and technical conditions adopted in the collection provide for:

rational organization of workplaces;

timely receipt by employees of the necessary information, consultations, instructions;

observance of a rational mode of work and rest;

ensuring established sanitary standards.

Workplaces of workers of the documentation service are equipped with a single-pedestal table (with an attachment), which provides convenient placement of office equipment and work items on it, and in the drawers of the table - storage of relevant documents and stationery.

Desk drawers should be equipped with devices for the convenient location of folders. It is desirable that a card with a list of folders contained in it be attached to each box. There should be a cabinet for storing special, reference literature and documents.

Employees of the documentation service are provided with the necessary reference materials (including: instructions for record keeping and other regulatory and methodological documents, reference books on current legislation, reference books on administrative-territorial division, spelling and terminological dictionaries, reference books on writing individual words, lists of employees of the organization and its structural subdivisions with indication of telephone numbers and addresses, alphabetical books of addresses and telephone numbers of employees associated with the activities of this organization, index cards to collections of resolutions and orders of a higher authority, and others).

In connection with the introduction of automated technologies into the activities of DOW services, the workplaces of specialists should be equipped with professional personal computers (PCs) such as IBM PC XT / AT with the following main parameters: random access memory not less than 640 KB and external memory capacity on the hard drive not less than 20 MB. The computer must be equipped with a large print printer.

The PC is equipped with a glass or plastic optical filter. The high resolution screen reduces eyestrain. The illumination of the screen should be equal to the illumination of the room. The computer screen is located at right angles to the windows of the workroom.

The mode of work and rest of employees involved in documentary support of management is established on the basis of the daily routine, taking into account the regulation of all compulsory works and performing the most difficult of them in the first half of the day, when workers have a high stable working capacity. Along with this, it is necessary to conduct physical culture pauses lasting 5-10 minutes. 1 - 1.5 hours before lunch and 1 - 1.5 hours before the end of work.

Guidelines
on the formation of organizational structures of the executive, administrative and representative bodies of urban districts and municipal districts of the Autonomous Okrug, as well as the staffing of municipal employees, containing as criteria the population of the municipality and labor costs for solving issues of local importance

I. General provisions

1. These Guidelines have been developed in accordance with Article 136 of the Budget Code of the Russian Federation, federal law dated 06.10.2003 No. 131-FZ "On the general principles of organizing local self-government in the Russian Federation" (hereinafter - Federal Law No. 131-FZ), Law of the Khanty-Mansiysk Autonomous Okrug - Yugra dated 07.20.2007 No. 113-oz "On Certain Issues municipal service in the Khanty-Mansiysk Autonomous Okrug - Ugra", paragraph 1.3.2 of the minutes of the meeting of the Council under the Governor of the Autonomous Okrug for the Development of Local Self-Government in the Autonomous Okrug dated December 24, 2015 No. 21, in order to form a unified standardized approach to the formation of organizational structures of executive and administrative and representative bodies of urban districts and municipal districts of the Khanty-Mansiysk Autonomous Okrug - Ugra (hereinafter referred to as the Autonomous Okrug), as well as determining the staffing of municipal employees, ensuring the reasonable formation of local budgets of urban districts and municipal districts of the Autonomous Okrug in terms of the costs of maintaining local governments.

2. The main criteria in determining the number of staff is the population of the municipality and labor costs to address issues of local importance. The population of the municipality is determined on the basis of official statistical information of the territorial body Federal Service state statistics for the Autonomous Okrug on the number of permanent population of urban districts and municipal districts of the Autonomous Okrug as of January 1 of the year preceding the planned one.

3. In the calculation of the optimal staffing of municipal employees in the local government bodies of municipalities of the Autonomous Okrug for resolving issues of local importance, persons holding municipal positions, municipal employees exercising certain state powers transferred to local government bodies are not taken into account, since the normative number of these municipal employees is determined the laws of the autonomous region.

4. In the event that a local self-government body is vested with separate state powers, the number of municipal employees of this body increases within the limits of the volume of subventions provided to local budgets for the implementation of certain state powers.

5. The staffing required for the implementation of certain state powers transferred to municipalities is coordinated with the sectoral executive bodies of state power of the Autonomous Okrug and the Department of Finance of the Autonomous Okrug.

II. Formation of organizational structures of executive-administrative and representative bodies

In accordance with paragraph 2 of Article 34 of Federal Law No. 131-FZ, the presence in the structure of local self-government bodies of a representative body of the municipality, the head of the municipality, the local administration (the executive and administrative body of the municipality) is mandatory.

The organizational structure is understood as the composition and subordination of interrelated organizational units (individual positions), links (management units) and steps (levels) endowed with certain rights and responsibilities to perform the relevant target management functions.

The control link is a separate cell with strictly oriented control functions, and the control stage (level) is a set of control links located at a certain hierarchical level.

The structure of the executive and administrative body

Clause 8 of Article 37 of Federal Law No. 131-FZ stipulates that the structure of the local administration is approved by the representative body of the municipality on the proposal of the head of the local administration.

The structure of the local administration of the municipality is based on general principles in accordance with the functional and sectoral distribution of powers to resolve issues of local importance between structural divisions.

The formation of a specific organizational structure of the local administration is influenced by several factors, the main of which are:

1. Type of municipality. It predetermines the list of issues of local importance, from which the powers of the administration are formed;

2. Goals and objectives of the socio-economic development of the municipality. Depending on the chosen development priorities, those management links that are entrusted with the functions of achieving the relevant goals and solving problems will be “strengthened”;

3. The size of the territory, the number and composition of the population of the municipality.

4. The level of development of the infrastructure of the municipality.

The determining factor underlying the formation of the structure of the local administration is its competence in accordance with the issues of local importance provided for by Federal Law No. 131-FZ and the distribution of powers between local governments, enshrined in the charter of the municipality.

There are six groups of issues that fall within the competence of the local administration:

1) issues of socio-economic development of the municipality;

2) issues of municipal economy;

3) financial matters;

4) social issues;

5) administrative and organizational issues;

6) execution of delegated state powers.

The specified groups of powers are distributed between sectoral and functional structural divisions, as a result of which a typical linear-functional structure of the local administration is created, which usually includes:

1) leadership: the head of the municipality heading the local administration, deputy heads, which may include the first deputy;

2) structural subdivisions that may be subordinate to the head of the municipality heading the local administration, one of his deputies, or in subordination to each other:

Sectoral structural subdivisions, in the introduction of which are separate branches of municipal activity (housing and communal services, education, culture, health care, transport, etc.);

Functional structural units that perform one or more functions in all sectors (financial body, municipal property management body, management body project activities and etc.);

3) the apparatus of the administration, which provides and organizes its activities (areas of activity: legal, personnel, information, office work, work with citizens' appeals, etc.).

Depending on the role and place in the organizational structure, the importance and scope of the tasks to be solved, the structural units have different status and, accordingly, have different names (departments, departments, committees, departments, sectors, commissions):

Departments are functional-sectoral structural subdivisions that carry out executive, administrative and control functions in a particular industry or area of ​​management of a municipality and determine the conceptual development in this area (industry). The department may be headed by the deputy head of the municipality (deputy head of administration). In this case, the double title of the position is implied in accordance with the Register of positions of the municipal service (Law of the Autonomous Okrug dated July 20, 2007 No. 97-oz “On the register of positions of the municipal service in the Khanty-Mansiysk Autonomous Okrug - Yugra”);

Administrations are relatively independent structural subdivisions of the local administration, providing a certain area of ​​activity for the local administration. It is recommended to include at least 2 departments in the structure of the Department. With a staffing of more than 15 units, it is advisable to introduce the position of Deputy Head of the Department;

Committees - structural divisions created and functioning on a permanent basis in the priority direction of the administration;

Departments - structural units of the local administration, performing operational or auxiliary functions. The staffing of the department is recommended to be set in the amount of at least 4 units. If the staffing of the department is more than 6 units, the position of deputy head of the department may be introduced;

Sectors are organizationally non-isolated structural subdivisions of a department (less often - management), which carry out executive activities and are formed to solve homogeneous tasks, as a rule, over a certain period of time.

Commissions are permanent collegiate bodies, created in accordance with regulatory legal acts.

When determining the structure of the local administration and the distribution of powers between its divisions, it is necessary to proceed from the following principles:

Expediency and logic, a clear delineation of functional blocks;

Avoiding duplication of functions;

Completeness of coverage and avoidance of gaps in the solution of issues of local importance by the local administration as a whole;

Efficiency (the ability to evaluate (measure) the achieved result of the work);

Sufficiency of security (providing to a structural unit for the proper performance of its functional duties sufficient material, legal, information and other types of support);

Consistency and relationship with other units (taking into account when describing the functions of a structural unit of its relationship with other structures);

Structuring (detailing) (separation of the function of a structural unit into the functions of individual specialists who are imputed to them in the form of official duties);

Efficiency (achieving the designated goal and solving the tasks of the unit at the lowest cost);

Prevention of the principle of creating structural divisions without taking into account the functional feature (“for people”);

A unified approach to the formation of structures and the determination of the staffing level of local self-government bodies.

The structure of the representative body of local self-government

The structure of the representative body includes: management, functional and sectoral divisions (permanent and temporary commissions), the apparatus of the representative body.

The leadership includes the chairman of the representative body and his deputies.

The representative bodies include functional and structural subdivisions - permanent and temporary deputy commissions. The number of members of the commission of both types is determined by the representative body.

The apparatus of a representative body may consist of departments and officials facilitating the work of the representative body. As a rule, it includes a general (organizational) department, a legal service, an analytical service, and a department for work with voters.

III. Determination of the staffing of municipal employees of local self-government bodies

At present, Federal Law No. 131-FZ has formed a list of powers vested in local governments, which creates the initial prerequisites for work on rationing the number of personnel of municipal bodies at a qualitatively new level, through determining the total amount of labor costs for the performance of each managerial function. At the same time, socially useful expenditures of working time should be considered as an objective criterion for the normative assessment of managerial work. The usefulness of these costs is determined by what functions are performed by the municipal employee of a particular local government.

It is advisable to put a three-tier conceptual algorithm as the basis for the development of a comprehensive and reasonable methodology for determining the staffing of local governments: "powers - functions (types of work) - labor costs". In this case, the following sequence of actions to determine the staffing level of the local self-government body can be proposed.

The first stage involves the study of legislation in order to form a register of powers of the relevant local government.

In the second stage, each of the powers is subject to system analysis in order to describe functions, that is, management procedures or types of work sufficient for the full implementation of the corresponding authority. These management procedures (types of work) should be used as the basis for the development of job descriptions for municipal employees involved in the implementation of these powers.

At the third stage, each type of work is assigned a certain degree of complexity (from 1 to 10 points), which corresponds to the positions of the municipal service provided for by the register of positions of the municipal service. Thus, the calculation of the staffing level of a local self-government body is accompanied by the determination of the official status of a specialist performing the corresponding type of work, and thereby simplifies the procedure for developing staffing analyzed local government.

The fourth stage involves the definition of time standards for the implementation of each type of work (average labor costs).
The development of time standards can be based on expert opinions, photographs (self-photos) of the working day, chronometric observations.

In the course of preparatory work, when forming the staffing, local governments fill out the form "Calculation of the optimal staffing of municipal employees in local governments of municipalities of the Autonomous Okrug to resolve issues of local importance" for each structural unit (Appendix 1 to the methodological recommendations).

When filling out the form, it is advisable to be guided by the List of Directions professional activity, in accordance with which municipal employees perform official duties, and specializations in areas of professional activity developed by the Ministry of Labor and social protection Russian Federation, instructions for filling out the form (Appendix 2 to the guidelines).

There are cases when this list does not indicate the direction of professional activity and specialization in the direction of professional activity corresponding to the activities of the structural unit. For example, the activities of structural units exercising internal financial control in accordance with the Budget Code of the Russian Federation and Federal Law No. 44-FZ dated April 5, 2013 “On contract system in the field of procurement of goods, works, services to meet state and municipal needs. The function (authority) means the actual and regular action carried out by municipal employees of the structural unit to ensure the powers of the local government, achieve its goals and objectives, as well as to implement the main activities of the structural unit.

The standard time for the performance of each type of work (labor costs) is made on the basis of a photograph of the working day, chronometric observations (Appendix 3 to the methodological recommendations).

A photo of a working day is a type of observation in which all the time spent without exception is recorded in the sequence in which they occur throughout the working day.

At the fifth stage, the number of repetitions of the management procedure (type of work) in the period under review (usually one year) is determined. In this capacity, the planned indicators of the activities of the local government for the next year can serve; average performance for the previous 2 years.

Based on the results of the work done, it is necessary to conduct a detailed analysis of the functions/powers performed in the local governments of urban districts and municipal districts in order to eliminate redundant functions and duplication of powers.

And finally, at the sixth stage, the total staffing of municipal employees of local self-government bodies in each municipality of the Autonomous Okrug is calculated.

IV. Final provisions

1. General Provisions

1. These Rules for quoting jobs for the employment of citizens from among young people who have lost or remained before the age of majority without parental care, who are graduates of educational organizations (hereinafter referred to as the Rules) are developed in accordance with subparagraph 9) of Article 7 of the Law of the Republic of Kazakhstan dated April 6, 2016 "On Employment of the Population" and establish general order establishing job quotas for the employment of citizens from among young people who have lost or remained before the age of majority without parental care, who are graduates of educational organizations (hereinafter referred to as graduates).

5. 7. Employers, in accordance with the established quota, within 6 calendar months from the date of the introduction of the quota, provide jobs for the employment of graduates of the current year.

8. The size of the quota for organizations is established by local executive bodies of districts, cities, taking into account the current situation in the regional labor markets, the number of graduates of the current year and the need to assist them in finding employment.

In the absence of graduates of the current year in the settlements, the quota in organizations located on the territory of these settlements is not established.

10. The fulfillment of the quota is the employment by the employer of graduates of the current year for vacancies or jobs provided within the established quota, confirmed by the conclusion employment contract for a period of at least three months, information about which employers provide to the employment center in the form approved in accordance with subparagraph 2)

11. Employers fulfill the established quota for the employment of graduates of the current year, except in cases of liquidation of the employer - legal entity or termination of the employer's activities - individual, reducing the number or staff of employees, reducing the volume of production, work performed and services rendered, which led to a deterioration in the economic condition of the employer.

13. 5. The local executive body of the city of republican significance, the capital, district (city of regional significance), on the basis of proposals submitted by the local employment agency, establishes a quota of jobs for persons released from places of deprivation of liberty, in the context of organizations in accordance with subparagraph 8) of the article 9 of the Law of the Republic of Kazakhstan dated April 6, 2016 "On Employment" and brings to the attention of employers one month before the start of the upcoming calendar year.
