In accordance with subparagraph "a" of paragraph 10 of the Regulation on certification for the right to prepare expert opinions project documentation and (or) the results of engineering surveys approved by the Government Russian Federation dated March 31, 2012 No. 271 (Collected Legislation of the Russian Federation, 2012, No. 17, Art. 1959; 2014, No. 14, Art. 1627), I order:

1. To approve the list of activities of experts for which applicants intend to obtain the right to prepare expert opinions on design documentation and (or) the results of engineering surveys, in accordance with the appendix to this order.

2. Establish that individuals, certified for the right to prepare expert opinions on design documentation and (or) the results of engineering surveys, prior to the entry into force of this order, have the right to prepare expert opinions on design documentation and (or) the results of engineering surveys in the areas of expert activity specified in the qualification certificate, until the expiration the validity period of such a certificate. At the end of the validity period of previously issued certificates specified persons are subject to certification in accordance with the list specified in paragraph 1 of this order.

3. The Department of Permitting Activities and Control shall send this order to state registration to the Ministry of Justice of the Russian Federation within 10 days from the date of its signing.

4. Control over the implementation of this order shall be entrusted to the First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation L.O. Stavitsky.

When certifying for the right to prepare conclusions for the examination of project documentation and (or) the results of engineering surveys, the applicant indicates the direction of the experts' activities in which he intends to obtain the right to prepare conclusions. A list of such directions has been established.

When compiling the list, the sectoral principle of forming the composition of the areas of activity was used. The list includes areas of activity in relation to various types of capital construction projects.

Previously certified persons have the right to prepare conclusions for the examination of project documentation and (or) the results of engineering surveys in the areas of the expert's activities specified in the qualification certificate until its expiration.

I order:

2. To establish that individuals certified for the right to prepare expert opinions on design documentation and (or) the results of engineering surveys, prior to the entry into force of this order, have the right to prepare expert opinions on design documentation and (or) the results of engineering surveys in the areas of the expert's activity, specified in the qualification certificate, before the expiration of such a certificate. Upon the expiration of the validity period of previously issued certificates, these persons are subject to certification in accordance with the list specified in paragraph 1 of this order.

3. The Department of Licensing Activities and Control shall send this order for state registration to the Ministry of Justice of the Russian Federation within 10 days from the date of its signing.

4. Control over the implementation of this order shall be entrusted to the First Deputy Minister of Construction, Housing and Communal Services of the Russian Federation, L.O. Stavitsky.

Before sending an electronic appeal to the Ministry of Construction of Russia, please read the following rules for the operation of this interactive service.

1. Electronic applications within the competence of the Ministry of Construction of Russia, completed in accordance with the attached form, are accepted for consideration.

2. An electronic appeal may contain a statement, complaint, proposal or request.

3. Electronic appeals sent through the official Internet portal of the Ministry of Construction of Russia are submitted to the department for work with citizens' appeals for consideration. The Ministry ensures an objective, comprehensive and timely consideration of applications. Consideration of electronic applications is free of charge.

4. In accordance with the Federal Law of 02.05.2006, N 59-FZ "On the Procedure for Considering Appeals of Citizens of the Russian Federation," electronic appeals are registered within three days and sent, depending on the content, to structural units Ministries. The appeal is considered within 30 days from the date of registration. Electronic appeal containing questions, the solution of which is not within the competence of the Ministry of Construction of Russia, is sent within seven days from the date of registration to the appropriate authority or the relevant official, whose competence is to resolve the issues raised in the appeal, with notification of this to the citizen who sent the appeal.

5. Electronic appeal is not considered when:
- absence of the name and surname of the applicant;
- indication of an incomplete or inaccurate postal address;
- presence of obscene or offensive language in the text;
- the presence in the text of a threat to life, health and property official as well as his family members;
- using a non-Cyrillic keyboard layout or only capital letters when typing;
- the absence of punctuation marks in the text, the presence of incomprehensible abbreviations;
- the presence in the text of a question to which the applicant has already been given a written answer on the merits in connection with the previously sent appeals.

6. The response to the applicant is sent to postal address specified when filling out the form.

7. When considering the appeal, it is not allowed to disclose information contained in the appeal, as well as information concerning privacy citizen, without his consent. Information about the personal data of the applicants is stored and processed in compliance with the requirements of the Russian legislation on personal data.

8. Applications received through the site are summarized and submitted to the leadership of the Ministry for information. Answers to the most frequently asked questions are periodically published in the sections "for residents" and "for specialists"
