Before discussing a possible salary increase for representatives public services, let's see what categories of citizens are related to this sector. According to the normative interpretation, civil servants are specialists who perform duties within the framework of service in organizations and institutions of the public sector.   • those employed in the presidential administration have the highest salaries - they are entitled to about 216,000 rubles a month, and this category of officials includes more than 1,700 people;
  • in the bodies representing the executive power, the leaders of the Spetsstroy employees, whose salary is measured in the amount of 122,000. This body employs more than 150 people;
  • a high place in salaries is occupied by the highest ranks of the Ministry of Emergency Situations, receiving up to 114,000 monthly. The staff of this department is measured by 428 employees;
  • 410 people who work in Federal Service environmental, technical and nuclear supervision, receive up to 112,000 rubles a month;
  • federal court officials and prosecutors are also not offended by their salaries. So, the average salary in the Constitutional Court, consisting of 251 people, is equal to 135,000 rubles, in the Supreme Court, an average of 119,000 rubles is received by 862 people, in the Judicial Department under the Supreme Court of the Russian Federation 436 people receive 75,000 rubles, in the Prosecutor General's Office 451 employees receive 84,000 rubles, and 16,000 people employed in the Investigative Committee have an average salary of 66,000 rubles;

However, the issue of regional decisions for 2017 requires a separate discussion. Of course, most of the local officials did not dare to violate the presidential decree on the extension of the moratorium - the Omsk, Tyumen, Rostov regions, Stavropol and Primorsky regions confirmed that local budgets do not provide funds for the indexation of salaries. However, there is a small loophole in the presidential decree, which officials did not fail to take advantage of.

The document says that it is forbidden to index wages, that is, to increase it for all categories by the same coefficient. But not a word is said about the separately taken increase in wages. So, if we rely on the data provided by Roskomstat, the coefficient of the average monthly level of remuneration for those employed in the offices of the ministerial sector and central departments, back in 2016 was marked by an increase of 103.5%, and for employees of regional departments - 107.7 %.


Despite the moratorium, civil servants' salaries continue to grow!

If we talk about the situation on the ground, which was observed in the regions in 2017, the following data can be cited:

  • in the Omsk region, the increase in wages of civil servants is going to be carried out within the framework of the sectoral plan. The authorities of this region will not increase the salaries of officials, leaving the average wage at the level of 39,727 rubles. It is quite possible that doctors and teachers, whose salaries are currently measured at 37,944 rubles and 25,774 rubles, respectively, will receive a slight increase;
  • there is no plan to index the salaries of the authorities local government in the Tyumen region. There is only an increase in the wages of some categories of state employees - for example, the wages of teachers from the Tyumen State University increased by 8.8%. This region, in principle, can be called one of the leaders in terms of wages. The oil and gas sector contributes to high salaries, so that the average level of wages at enterprises is characterized by a figure of 45,800 rubles, and by the end of 2018 it was promised to increase it to 51,400 rubles;
  • the administration of the Rostov region also said that officials will not see higher salaries in 2017 and even in 2018. Only an increase in salaries of some categories of state employees is provided, which will include social workers, medical workers, employees preschool institutions and representatives of the cultural sector. Nevertheless, despite the average salary of 25,720 rubles, their real income decreased by 3% due to inflationary manifestations;
  • the authorities of the Stavropol Territory announced the need to raise the level of wages of officials. The regional Finance Ministry did not announce the amount of the increase, arguing that everything depends on the state of the local budget. At the same time, it became known that the region canceled the indexation of social payments in order to save 320 million rubles in the budget;
  • The Primorsky Territory also did not carry out indexation, however, since the beginning of 2017, the salaries of municipal employees of state institutions have been increased by 4.3%, and at the end of the year, the same increase in wages is planned for those who are employed in budgetary and autonomous organizations... That is, an increase in wages is observed among employees of the mayor's office, directorate for construction and employees representing the agency for the sale of municipal land. If we talk about "ordinary" state employees, then they promise to increase the salaries of employees of music and art schools;
  • officials did not offend themselves Sverdlovsk region, planning a 4% salary increase in 2017. At the same time, there is a 2% decrease in the indexation of social benefits in the region;
  • in the Perm Territory they also decided that the salaries of civil servants should be increased in 2017 by 5.3%, for which 64 million rubles will be allocated from the local budget. And in 2018-2019, they are going to send another 130 million rubles for this purpose. By the way, in response to the question whether it is worth sending these federal tranches to the development of social programs, it was said that the salaries of officials were already too strongly influenced by the inflationary influence, so that the funds will be allocated for "fulfilling the obligations on state powers", which means the payment of official labor.

Today, the first two elements are the main part of financing the labor of officials, which often amounts to only about 1/8 of the total salary. Since 2018, it is planned to increase it, reducing the dynamic part in the form of allowances and bonuses.

By the way, the issue of assessing the quality of officials' work remains difficult and open. The government says that a separate list of performance indicators will be developed for each department. As for the current situation, none of the ministries could clearly answer the question of how the quality of work of people employed in these departments is now determined.

Representatives of the Ministry of Telecom and Mass Communications, the Ministry of Finance, the Ministry of Education and Science and the Ministry of Economic Development speak rather vaguely about some planned performance indicators of the above institutions, on which they give an annual report. The employees of the ministries perform their functions in accordance with the regulations, which define educational criteria, necessary skills, competence and length of service. Studies have shown that today the level of remuneration of bureaucratic labor is in no way tied to the quality and quantity of work performed.

According to Sergei Filatov, President of the Foundation for Socio-Economic and Intellectual Programs, the system for evaluating the work of officials is relevant and necessary for Russia. He said that the step in the form of reducing allowances and increasing salaries is very reasonable, but you should not get carried away with the introduction of many coefficients and criteria - this will only complicate and confuse the assessment system. In addition, the performance indicators of an official can not always be assessed quantitatively, and the qualitative feature is not always clear.

According to Dmitry Abzalov, president of the Center for Strategic Communications, the idea can be called correct, but he does not see an opportunity to implement it in relation to government agencies. For example, the calculation of the volume of wages looks like this: an official Ivanov has a salary of 10,500 rubles, he is also entitled to a bonus of 1,800 rubles for promotion, for length of service he receives 10% of the salary, that is, 1,050 rubles, for work in conditions of state secrets - another 5,600 rubles. Consequently, the monthly salary of this official will be: 10,500 + 1,800 + 1,050 + 5,600 = 18,950 rubles.

In accordance with Part 2 of Article 22 of Federal Draft Law No. 25, the working conditions of employees serving in organizations of municipal significance are also determined by local authorities independently. For example, if an employee works in conditions of state secrecy, then an additional payment is due to his basic salary, which is established in each case individually.

The procedure for remuneration of municipal employees

Earnings for municipal employees are accrued in accordance with the norms and requirements prescribed in the acts of local government. When an official undergoes professional retraining or is on a business trip, then he receives the content for the worked period in fact.

  • fixed salary;
  • bureaucratic allowance;
  • additional payment for long-term service;
  • payment for special conditions;
