General concepts

An electronic signature is information in electronic form, which is attached to the signed documents in order to identify the person who signed this document. Such a definition is given in paragraph 1 of Art. 2 of the law of 06.04.2011 No. 63-FZ. Art. 5 of the above law distinguishes the following types

  • simple,
  • reinforced, which in turn is divided into qualified and unskilled.

A simple EDS 44-FZ does not guarantee, unlike the other two, the immutability of the document after it has been signed. It is suitable for actions such as authorization on Internet sites, for example, on the public services portal.

An electronic signature for trading on electronic platforms is used only of the second and third types. At the same time, a qualified enhanced ES is issued only by a CA with accreditation by the Ministry of Communications and encryption software from the FSB.

To work in the EIS from 07/01/2018, an enhanced qualified electronic signature is required (until 07/01/2018 - unqualified). This is stated in paragraph 3 of part 1 of Art. 4 of Law No. 44-FZ. Law No. 223-FZ does not contain a provision on which EDS is required for trading, however, many trading platforms require its qualified variety. It is currently required for registration on every trading platform. From 01/01/2019, registration of public procurement participants will be carried out in the EIS, and their subsequent accreditation on trading floors will be carried out automatically.

The ownership of the EDS for participation in the auction by a specific person is certified by issuing a certificate of the ES verification key to such a person.

How to get an EDS for trading

Thus, in procurement, it is necessary to obtain not only the electronic digital signature itself, but also the key and certificate for it. The latter issue special certification centers (CAs). The current list of accredited certification centers as of May 22, 2018.

An EDS for trading should be obtained according to the regulations, the new version of which was approved by Order of the Federal Treasury No. 342 dated December 12, 2017. Step by step it looks like this:

Step 1. Sign an agreement with the Certification Authority.

Download a sample agreement. Fill in the details of the territorial body of the Federal Treasury, hereinafter - TOFC. Write a statement, put the seal of the organization and have it signed by the head or authorized employee. The right to sign is given by the head, who approves the order, the provision on the right to sign or draws up a power of attorney.

Submit two copies of the application to the CA TOFK. One copy remains with the Treasury, the other with the applicant. If the applications do not pass the verification, the CA will return them and explain the reason for the refusal.

Now you have the right to apply to the CA for programs for ES - means of cryptographic protection of information and key generation.

Step 2. Obtain an electronic signature from the Treasury

Obtaining an EDS under 44-FZ in the Treasury begins with filling out an application in two copies in any form. Specify in it:

✔ an employee who will receive EP funds;
✔ programs - "Workstation of Key Generation" and "CryptoPro CSP".

Please attach to your application:

✔ two disks with a one-time recording - for programs;
✔ a list of employees with EDS rights. Put the seal of the organization on it. It must be signed by the head or authorized employee; ✔ power of attorney - if the application is submitted by an authorized employee.

Submit your application to the UC. Treasury specialists will accept applications and prepare the CryptoPro CSP and Key Generation Workstation programs in three working days. Wait for the call from the CA, or call yourself and check if the software is ready.

Step 3. Install programs on your computer

Install "CryptoPro CSP" and "Key Generation Workstation" on the computers of employees with the EDS right to participate in the auction.

How to install

This program serves as a means of cryptographic protection of information. Run the installation and click "Next", agree to the license terms, fill in the fields:

✔ "User" - full name the employee who will use the certificate;
✔ "Organization" - the name of the organization;
✔ "Serial number" - number from the license registration card.

Select the installation type - "Typical".
Check the media - "smart card reader" and "removable media reader". Click "Install" and wait while the program is installed on your computer.

Step 4: Generate Keys and Certificate Request

Launch the "Key Generation Workstation" and click the "Generate Certificate Request" button.

Select the option "Request for an Applicant's Certificate" - for an individual or "Request for an Applicant's Certificate" - for a legal entity and click "Next".

If you work in the UIS under 44-FZ, choose a certificate for an individual, if under 223-FZ - for a legal entity.

Check the roles of the certificate owner. To work in the UIS according to 44-FZ, select the roles "Client Authentication" and "Work in the UIS".

Specify the authority: for example, “Work in the EIS” → “Customer” → “Customer. An official with the right to sign the contract.

Select one role - "Client Authentication" if you are creating a request to work in the EIS under 223-FZ.

Click "Next" and in the information window about the owner of the certificate, fill in the fields that are available for editing. Next, fill in the tab of the owner of the certificate - an employee of the organization and the tab of the organization. Click "Next" again. A window will open, in which check the box "Print an application for obtaining an EDS key certificate".

Insert a flash drive, Rutoken or other removable media into your computer and click "Run". In the "CryptoPro CSP" window, select the media, save the electronic signature keys to it and click "OK". Next, enter the password that you will use when signing documents.

If you forget your password, you won't be able to recover.

Attention: do not save the request file on a flash drive with keys. Submit the file to the Treasury along with the certificate application. If you bring a request on one flash drive with a key, it will not be accepted.

Click "OK", the application form for the certificate of the electronic signature verification key will appear. Fill out the application and print two copies of it. The program will report that the keys have been generated. Click the Done button.

Each application is signed by the employee who receives the electronic signature and the head of the organization or an authorized employee. If the application is being prepared by the head, let him sign twice - in the fields of the applicant and the head. Applications will be needed to obtain a certificate for an electronic signature at the Certification Authority.

Step 5. Apply for a certificate to the Certification Authority

Take the applications for obtaining an EDS for participation in the auction to the Certification Center in two copies. Submit with them:

  • request file on a flash drive, Rutoken or other media;
  • a copy of the second and third pages of the passport;
  • consent to the processing of personal data;
  • a copy of SNISL;
  • a copy of the TIN;
  • power of attorney from the organization signed by the head or authorized employee.

Take your passport, original TIN and SNILS or copies that have been certified by a notary. Employees of the CA will compare the information in the originals and copies. Instead of a TIN, you can provide a notification of tax registration. Such an explanation is given by the Treasury of Russia in a letter dated November 7, 2016 No. 07-04-05 / 11-845.

An authorized employee has the right to refer applications to the CA. Let him take with him:

  • original and copy of the second and third pages of the passport;
  • power of attorney from the head of the organization;
  • power of attorney from the employee for whom the application is being submitted.

The list of documents in clause 5.2.5 of Regulation No. 197 is exhaustive. However, it is better to call TOFK and specify what documents are required for the ES certificate.

If the documents are completed correctly, the CA operator will accept applications and issue a certificate in five working days. The Treasury will inform you by phone or email that the certificate is ready. This procedure is prescribed in clauses 3.6 and 3.8 of Regulation No. 197.

Step 6. Get a certificate

An employee of the organization receives a certificate personally or through a representative with a power of attorney. The CA specialist will upload the certificate file to a USB drive, such as a USB flash drive or Rutoken.

The carrier is required:

  • format;
  • mark with the number assigned by the organization.

Use the media from the list, which is published on the website of the regional OFC in the "Certifying Authority" section. Together with the file, the operator will issue two copies of the certificate on paper. Sign the certificates. Take one copy, the other will remain in the CA. Step 7: Install the certificate on the computer

Insert the flash drive with the certificate into your computer. First, extract the certificate from the file that was issued by the CA:

  1. open file *. p7b, where "*" is the file name. A window with certificates will appear;
  2. Click on the “Certificates” item on the left side of the window;
  3. Select the certificate and click on the "All tasks" context menu item, then on the "Export" item. A window will open in which click "Next";
  4. select the file format –.cer. Name the file: for example, the employee's last name in Latin;
  5. specify where to save the file: a USB flash drive with a certificate or a folder on your computer;
  6. Click Next, then Finish.

Now install the certificate. Launch the CryptoPro CSP program. Select the "Service" tab, click "Install personal certificate".

Click on "Browse" and select the certificate you exported: a file with cer permission. Review the certificate details and click Next. Insert the flash drive with the keys into the computer. Select the key container that was generated in the workstation. For convenience, check the "Find container automatically" box.

Click the "Browse" button - the certificate store window will appear. Select "Personal", click "OK" → "Next". Wait while the certificate is installed on the computer.

After analyzing the search queries related to the subject of procurement, we noticed that quite a lot of questions are raised by the process of registering customers in the EIS. In fact, most of the information about the registration process is located directly on the EIS Official Website in the "Training Materials" section, however, many are most likely confused by the fact that this is not some social network, where you can register in a couple of minutes by entering the minimum amount of data, and a tool for professional work in the area of ​​procurement.

Receipt of e-mail digital signature(EDS).

To carry out all legally significant actions in the Unified information system on the site zakupki.gov.ru you will certainly need an electronic digital signature (EDS). In particular, according to clause 3 of part 1 of article 4 of Law No. 44-FZ, in order to sign documents in the EIS, we need enhanced unqualified electronic signature (hereinafter EDS).

In our case (customer under 44-FZ), it is allowed to use only certificates issued by the certification center of the Federal Treasury. Therefore, in order to obtain an EDS, we need to contact the nearest FC certification center.

The certificate issued by the Federal Treasury contains:

  • surname, name, patronymic of the user to whom the signature is issued;
  • user's SNILS;
  • unique account number (SDR code) of the organization;
  • authority of the organization;
  • user permission.

After receiving an electronic digital signature certificate, you can proceed to the registration procedure, which we will conditionally divide into two stages - software setup and direct registration in the EIS.

Software setup.

The most difficult, perhaps, this stage seems to most, since it is associated with the use of specific software that no one encounters in everyday life.

However, not everything is as scary as it seems - in the EIS there are, where they are indicated as minimum system requirements to the PC hardware, as well as the requirements regarding the installed software.

Hardware requirements:

  • processor with a clock frequency of at least 1.3 GHz;
  • RAM - at least 1 GB;
  • Internet channel bandwidth - at least 256 kbps

Requirements for the installed software to work with the EIS Official Website:

  • Installed internet browser Internet Explorer (version 10.0 and higher), or any other browser that supports Transport Layer Security (TLS v.1.1 and higher RFC 5246), using Russian cryptographic standards;
  • CryptoPro CSP software.

Note that, in essence, the most correct work in the UIS is possible only through the Internet Explorer browser, work through other browsers does not guarantee the desired results.

Setting up a browser and installing specialized CryptoPro CSP software is unlikely to raise questions that are not answered in the instructions, but there is one caveat, if you are using Windows 8.1 and Internet Explorer has been updated to version 11 in it, you must use this browser in compatibility mode in Internet Explorer 10. The fact is that in Windows 8.1, the browser is part of operating system and its separate installation or removal and subsequent reinstallation of a younger version of the browser are not possible, you have to use a "crutch" in the form of compatibility mode. detailed instructions the installation of this mode is described in the instructions indicated above.

After we received the EDS, we set up workplace(PC) under the requirements indicated in the instructions, we can proceed with the registration process in the EIS.

To register an organization in the UIS, it is necessary to have information about the organization in the Consolidated Register indicating the organization's powers in the field of procurement. After receiving information about the organization from the Consolidated Register, the System generates a customer identification code (CIC), the organization is automatically registered in the UIS, information about the organization is stored in the register of organizations of the UIS. A notification about the registration of the organization in the EIS is sent to the e-mail specified in the record of information about the organization in the Consolidated Register. A corresponding entry is generated in the event log of the organization's card. To ensure the work of users of the organization in the Personal Accounts of the UIS, the administrator of the organization needs to log in to the UIS in order to confirm the registration of other users of the organization.

When pressed, a form for authorization is displayed with a choice of options. You must select the option " Login for users of organizations registered in accordance with the section III The procedure approved by the order of the Federal Treasury of December 30, 2015 No. 27n, and the Procedure for registration in the EIS, approved by the order of the Federal Treasury of March 25, 2014 No. 4n ».


Click the "Login" button on the appropriate item.

The Federal Law of April 6, 2011 No. 63-FZ "On Electronic Signature" has formed a rule for the use of an electronic signature (ES). What information does an electronic signature contain?

The electronic signature contains a list of basic information about the owner: full name, position held, full name of the organization, TIN, PSRN, address. The certificates used in the State Procurement and State Defense Order also include information on the authority of a person in the field of placing orders: the administrator of the organization, an authorized specialist, a specialist with the right to sign a contract.

Three types of ES are used in the Russian Federation:

EDS for use by suppliers and customers in the field of public procurement under 44-FZ

In order to take part in the procurement of the State Order and the State Defense Order, you must have a certificate of an unqualified electronic signature intended for a certain kind bidding and the specific role of the user - this can be a customer or a supplier (the one who places the order). It is the certificate that confirms the powers of bidders and acts as a means of certifying the legitimacy of procedures at different stages.

In July 2018, the amendments that are established federal law dated December 31, 2017 No. 504. They relate to the use of EP in the State Order and the State Defense Order. Currently, the Government of the Russian Federation and trading platforms a list of rules is being developed that will control the transition to the updated work order in the State Order and the State Defense Order.

Until July 2018, when participating in auctions under 44-FZ and under the State Defense Order, a certificate confirming the electronic signature is required. The certificate must comply with all requirements for such documents.

Where is an electronic signature issued?

The Federal Treasury is issuing ES certificates to customers under 44-FZ. Certification centers (CAs), such as the CA Kaluga Astral, issue certificates to participants (customers and suppliers) of other types of auctions.

The certification center creates and issues ES certificates, taking into account the requirements established by the legislation of the Russian Federation and the regulations of the certification center itself.

What is required to obtain an electronic signature certificate from a CA

To obtain an EDS certificate, the following steps are required:

What documents are required for the person issuing the ES certificate

The certification authority is obliged to check the correctness of all data that will be included in the certificate. This procedure is very important, as it is a guarantee that the digital signature will have legal force.

The following documents must be submitted to the certification authority:

  • an application for the production of an EDS key certificate;
  • documents of the person for whom the certificate is issued. It is required to have a passport, SNILS, a power of attorney issued by a legal entity to the owner of the certificate, confirming the possibility of performing those actions that determine the scope of the ES;
  • a power of attorney to obtain a certificate (provided that the person for whom the certificate is issued is not able to visit the certification center in person).

It is possible that the CA will require additional filling out of the title documents of the legal entity and the applicant (constituent charter, extract from the Unified State Register of Legal Entities, a copy of the document on the appointment of the head of the organization).
If the certificate is obtained for the first time, then a personal visit of the potential owner or his official representative is required. You must have an identity document (passport) with you.

How the key is stored

A special secure carrier - a token - stores the electronic signature key. A PIN code must be set on the token (as on bank card). The security of the token is much higher than that of conventional media (flash drive, memory cards). If the token is lost or stolen, an outsider will not be able to use your electronic signature. No one should know the PIN code from your token (similar to a bank card).

If a token with an electronic signature key was stolen or lost, the owner must urgently visit the CA where the key was issued. This prevents the possibility of fraud.

What to do after receiving the certificate

First you need to configure the PC for work on the ETP. This is done quickly using the disk with the installation program of the Kaluga Astral UTs. This is followed by registration at the ETP, where the work is planned. It is advisable to do this and strengthen the signature in advance, since accreditation can take up to 5 days.

Six ETPs of the State Order have free accreditation. Commercial ETP and bankrupt ETP often have paid registration.
