The amount cannot exceed 50% of the difference between the average per capita income of the beneficiary and limit value per capita income to provide social services free of charge. Conclusion of the medical commission of a neuropsychiatric dispensary or hospital with a detailed diagnosis and an indication of the recommended social service;

Certificate of income of a resident and members of his family for the last 12 calendar months preceding the application for registration of social services (except for data on the size of disability and (or) old-age pensions, which are paid by the department pension fund in Moscow and the Moscow region). If necessary, specialists may require additional certificates and extracts. Documents must be brought in originals or officially certified copies, or copies with the presentation of original documents.

  • persons affected by radiation as a result of the Chernobyl disaster and categories of people equated to them;
  • rehabilitated persons and citizens recognized as victims of political repression.

People living with relatives who are unable to properly care for persons in need of assistance for legitimate reasons can also rely on the support of social services (prolonged illness, retirement, frequent departures from home, etc.).

Information! If the beneficiary has a disease that requires constant treatment in hospitals, the provision of social assistance at home may be denied.

Responsibilities of a social worker

Each social worker has a list of obligations for home care to the elderly people assigned to him, the disabled, for example:

  • visit their wards 2 times a week;
  • purchase the necessary medicines in pharmacies, as well as purchase hot meals, necessary household goods and deliver them to the place of residence of the needy;
  • prepare food and hot drinks;

Restrictions on the rights of citizens in the provision of social services to them

According to federal law No. 122 upon receipt of social assistance, the needy may be sent by court decision to a special institution for further treatment or to a permanent place of residence.

It is worth noting that this can happen not only by a court decision (this is possible in the absence of any relatives), but also by the consent of his relatives.

Conditions

Contract for social assistance is directly between the needy (or his authorized representative) and the social body. The agreement provides for assistance from the moment of its signing until the end of the year. However, when the new year comes, this agreement is automatically renewed and it is not required to re-register it.

According to the contract, the social worker will have to visit the elderly citizen daily or several times a week - it all depends on how much it will be necessary for his state of health.

Payment

First of all, it must be remembered that social assistance can be provided either completely free of charge or subject to partial payment.

Since January 2015, the right to receive free social assistance has the right to calculate the category of citizens whose monthly income is lower or not more than the one established in a particular region of residence by local governments.

In addition to these citizens, guaranteed to receive social assistance at home have the right:

  • participants in the Second World War;
  • WWII invalids.

For all other categories of citizens, it is provided monthly fee for receiving social assistance. Despite what kind of assistance is provided under the contract, the average monthly payment does not exceed 250 rubles.

Documentation

When applying for social assistance, the employee social center provides a special form on which an application for assistance is written.

After that, in addition to this document, must be provided:

  • original and copy of the applicant's passport;
  • a document that approves the right to receive social assistance (certificate of a disabled person, and so on);
  • a power of attorney (if a trusted third party is involved in the execution) or another document if a close relative is involved in this;
  • an extract from the passport office on the presence of a place of residence;
  • a medical report signed by the chief physician and a rehabilitation program (if the person in need is a disabled person);
  • if, in addition to a pension, a citizen receives additional income that is subject to taxation.

As you can see, not so many documents are needed to apply for social assistance. But, as practice shows, it is very difficult to get it, and it is not known what this is connected with.
