An independent assessment of the quality of work of institutions providing social services, is carried out in order to implement subparagraph "k" of paragraph 1 of the Decree of the President of the Russian Federation dated May 7, 2012 No. 597 "On measures for the implementation of state social policy."

In order to ensure the active participation of public and other non-profit organizations in the formation of an independent assessment of the quality of the work of institutions providing social services, and the implementation of social policy of the city of Moscow, in accordance with the Law of the City of Moscow dated July 12, 2006 No. 38 "On the interaction of state authorities of the city of Moscow with non-governmental non-profit organizations" under the Department social protection the population of the city of Moscow, a Public Council was created (Regulation on the Public Council, Composition of the Public Council).

1. An independent assessment of the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities (hereinafter referred to as organizations) is carried out in order to provide participants in relations in the field of education with information on the level of organization of work on the implementation of educational programs based on publicly available information.

Public chambers (councils) of municipalities inform local self-government bodies of municipal districts and urban districts about the composition of public councils created under these bodies for conducting an independent assessment of the quality of conditions for the implementation of educational activities by organizations.

2.1. The composition of the public council for conducting an independent assessment of the quality of the conditions for the implementation of educational activities by organizations (hereinafter referred to as the public council for an independent assessment of quality) is approved for a period of three years. When forming a public council for an independent quality assessment for a new term, at least a third of its composition is changed. The public council for independent quality assessment cannot include representatives of state authorities and local self-government bodies, representatives of public associations operating in the field of education, heads (their deputies) and employees of organizations operating in this area. At the same time, the public council for independent quality assessment may involve representatives of public associations operating in the field of education in its work, public chamber to discuss and form the results of such an assessment. The number of members of the public council for independent quality assessment may not be less than five people. Members of the public council for independent quality assessment carry out their activities on a voluntary basis. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities in basic general education programs, educational programs of secondary vocational education, additional general education programs, basic vocational training programs, are established by the federal executive body performing the functions of developing and implementing state policy and legal regulation in the field of general education, with a preliminary discussion in the public council for an independent quality assessment. Indicators characterizing the general criteria for assessing the quality of the conditions for the implementation of educational activities by organizations carrying out educational activities on educational programs of higher education are established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of higher education, with a preliminary discussion in public council for independent quality assessment. 8. Section 1. General Provisions

1.1. This Procedure for conducting an independent assessment of the quality of the work of educational organizations of the Kirov region (hereinafter referred to as the Procedure) has been developed in accordance with:

1.2. This Procedure determines the mechanism for conducting an independent assessment of the quality of the work of educational organizations in the Kirov region (hereinafter - an independent assessment of quality) based on the criteria and performance indicators of educational organizations in the Kirov region, approved by the Public Council under the Department of Education of the Kirov region.

1.3. An independent quality assessment is carried out in order to determine the suitability of the education provided to the needs natural person and legal entity, in whose interests educational activities are carried out, assisting them in choosing an organization carrying out educational activities, and educational program, increasing the competitiveness of organizations that carry out educational activities, and the educational programs they implement.

1.4. The results of an independent quality assessment do not entail the suspension or cancellation of the license to carry out educational activities, the suspension of state accreditation or the revocation of state accreditation in relation to organizations carrying out educational activities.

1.5. An independent quality assessment is carried out on the basis of:

Official statistical data concerning the regional education system;

Monitoring data of the education system carried out by federal state bodies and executive bodies of the constituent entities of the Russian Federation exercising state administration in the field of education, local self-government bodies exercising control in the field of education;

Other data obtained in the exercise of their functions by federal state bodies and executive bodies of the constituent entities of the Russian Federation exercising state administration in the field of education, local self-government bodies exercising control in the field of education, organizations carrying out educational activities, as well as other organizations carrying out activities in the field of education;

Results of international comparative studies;

Information posted in the public domain in information and telecommunication networks, including on the official website of the educational organization on the Internet, about educational programs being implemented, the management system, the specifics of financial and economic activities, the results of educational, innovative and scientific activities, including on the basis of a report on the results of self-examination of the relevant organizations;

Independent data opinion polls, ratings, questionnaires of participants in the educational process, expert surveys with the participation of specialists from the education system, rating agencies, independent sociological organizations, "hotlines", "hot lines", online voting on the Internet, information in the media.

1.6. The quality of the work of educational organizations is understood as the unity of the quality of the conditions for the implementation of educational programs, the organization of the educational process, the results of the development of educational programs and the needs of consumers of educational services in the context of individual institutions, groups of institutions, united on given grounds, regional (district and municipal) educational systems.

1.7. The procedure for conducting an independent quality assessment determines the mechanism for collecting, processing and interpreting information that provides the ability to:

Preparation of statistical reports and recommendations based on the identified specific features, problems, development trends and potential opportunities of the regional education system.

1.8. The results of an independent quality assessment can be used to solve problems:

Forecasting and comparative analysis of the performance of various organizations and types of educational organizations and assessing the activities of heads of educational organizations;

Designing the innovative infrastructure of regional education;

Improvement of systems and mechanisms of state and public administration, public-private partnership in the field of education;

Section 3. Organization and procedure of public opinion polling and independent peer review

3.1. The respondents to the public opinion poll are participants in the educational process (parents (legal representatives) and / or students). The opinions of the survey participants are recorded anonymously and are used in a generalized form for research purposes only.

The public opinion poll procedure involves the Operator asking respondents to participate in the Questionnaire. If the respondent is unwilling to participate in the survey, the operator should contact another respondent. In total, 45-100 respondents in an educational organization must take part in each survey (or at least 50% of the total number of possible respondents in an educational organization).

The operator provides the respondent with the opportunity to fill out the Questionnaire on paper.

When filling out the questionnaire, the respondent must make any mark (for example, put "+", "v" in the box against the selected answer option). After completing the questionnaire, the respondent transmits to the operator for transferring the data into electronic format.

The operator must warn the respondent that, when answering the questions of the Questionnaire, it is necessary to keep in mind exactly the educational organization that the respondent's child attends.

The generalized data of public opinion for each educational organization is transmitted by the Operator to the IRO of the Kirov region.

The operator is obliged, when ensuring the procedure for filling out the Questionnaire by the respondent, to follow the rules for working with personal data, which guarantee the independence of the survey participants and the anonymity of the survey.

3.2. The procedure for interviewing an independent expert assessment assumes that in the capacity of independent experts.

Interaction with experts and organizational and technical support for completing the Expert Assessment Sheet is carried out by the district (municipal) operators of the electronic monitoring system, which provide:

Participation of 3 experts in the Assessment of the work of each studied educational organization;

Transfer to the expert of the toolkit in the form of an Expert Assessment Sheet on paper or in in electronic format;

Receipt of completed Expert Assessment Sheets from an expert;

If the expert has filled out the Expert Assessment Sheet on paper, the submission of data in electronic form is carried out by the operator;

Transfer of Expert Assessment Sheets to the IRO of the Kirov region.

The results of the experts' assessment are considered as strictly confidential information and cannot be disclosed without the direct instruction or consent of the expert himself. Everything expert opinions will be used only in generalized form for research purposes.

The expert has the right to fill out the Expert Assessment Sheet on paper, which must be prepared by the district (municipal) operator. In this case, the respondent, when filling out the questionnaire, must make any mark (for example, put "+", "v" in the box against the selected answer option). After filling out the Sheet, the expert submits to the district (municipal) operator for transferring the data into electronic format.

3.3. District (municipal) operators are obliged to follow the rules for working with personal data when ensuring the procedure for filling out the Expert Assessment Sheet by an expert, which guarantees the independence and anonymity of participation in an expert survey.

They need to evaluate, in points from 1 to 3, how much each of the statements is true in relation to a given educational organization.
